Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation requirement:

— Norwegian companies: Company Registration Certificate,

— Foreign companies: verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Capacity that implies that the tenderer has good solidity and good credit worthiness will be sufficient to fulfil the requirement.

Documentation requirement:

Credit rating based on the last known fiscal figures. The Contracting Authority might also consider obtaining their own credit rating of the tenderer, including a rating, all accounting information and the key figures that the Contracting Authority deem to be necessary. The Contracting Authority uses the credit rating company Bisnode for obtaining such information.

If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial capacity with any other document that the Contracting Authority deems suitable.

Teknisk og faglig kapasitet:

A: Tenderers must have relevant professional competence within the procurement´s scope.

Documentation requirement:

The requirement must be documented by attaching information on the education and professional qualifications (CVs) of dedicated personnel for the contract (contact person/product manager). The contact person must be able to communicate in Norwegian/Danish/Swedish (possibly English) with the Contracting Authority. CVs ought to include: knowledge of the market, relevant experience from product development, experience from holding courses/user training, knowledge of relevant products.

B: Tenderers must have experience from comparable assignments.

A description of the tenderer's up to 5 most relevant/comparable assignments in the previous 3 years. (The description must be given in Annex B). Relevant deliveries means deliveries to customers who use an analysis instrument for detecting other substances than alcohol in spit, for the same purpose as the police, the armed forces, the Norwegian Correctional Services, etc. The description must include a specification of the assignment's complexity, volume, value, date and recipient (name, phone number and email address). The tenderer is responsible for documenting relevance through their description. Tenderers can do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer. The Contracting Authority can also emphasise any of its own documented experience with relevant tenderers. The Contracting Authority can contact the stated references for verification.

C: Tenderers must have a good and well-functioning quality assurance and management system for the service that is to be provided.

Tenderers shall submit documentation of their quality assurance and management system. The following documentation will be accepted: certificates for the company’s quality assurance/quality management system issued by independent bodies confirming that the tenderer meets the quality assurance standards according to ISO 9001 or equivalent, or the company’s procedures/routines for: deviation and claims management, evaluation of sub-suppliers, (including how the tenderer ensures correct product quality from its sub-suppliers), the process from reception and registration of orders up until delivery to the customer has occurred.

D: Tenderers must have an environmental management system.

Tenderers shall submit documentation of their environment management system. The following documentation will be accepted: valid attestations/certificates issued by independent bodies (e.g., ISO 14001, EMAS, Eco Lighthouse or equivalent) or a description of the tenderer’s own environment management system (the description must, as a minimum, include the tenderer´s environmental policy and environmental targets).
