Bergen City Hall was designed by the architect Ealing Viking, and was built in the period 1971-74. The building consists of a tower block with 14 floors and a minor extension, (canteen building with 2 floors), which contains primarily offices, meeting rooms, a canteen and technical rooms distributed throughout the canteen wing and tower block.

Both of the buildings have a basement and the basement also goes out under the terrain until the central axis on the tower block's south facade. The basements primarily consist of air-raid shelters, operational areas, storerooms and cloakrooms.

The main construction is slabs, walls and columns made of concrete cast on site.

The city hall has a total of 11 500 m

The project must be BREEAM certified.

The project is to be implemented in accordance with TEK17, with some dispensations.

The company shall be legally registered.

Documentation requirement: companies that are registered in the Norwegian Register of Business Enterprises and the VAT Register do not need to attach documentation. The Contracting Authority will check the company's organisation number in public registers. Attention is drawn to the fact that it is the organisation number that is on the company's profile for this competition in Mercell that will be checked. For companies that are not registered in the abovementioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Minste nivå(er) av standarder:

The company must have satisfactory finances to carry out the assignment.

Documentation requirement: the Contracting Authority will obtain information on the company's economic and financial capacity via Proff Forvalt, (companies that have submitted their accounts to the Brønnøysund Register Company are registered through Proff Forvalt). If the information on Proff Forvalt is not correct, or if supplementary information is required to highlight the company's economic and financial situation, this can be submitted. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Foreign companies: the company's last 2 auditor approved Annual Financial Statements.

Tenderers must have experience from relevant assignments.

Documentation requirement: the company's relevant assignments in the last 5 years, listed in the reference list template. The chosen tenderer will be sent the template for a reference list in order to document fulfilment of the qualification requirement. In cases where the company does not have the necessary qualifications, but relies on other suppliers to be qualified, equivalent documentation must be submitted for them.

The project manager must have experience from relevant assignments.

Documentation requirement: the project manager's relevant assignments from the last 5 years. The chosen tenderer will be sent the template for a reference list in order to document fulfilment of the qualification requirement. In cases where the company does not have the necessary qualifications, but relies on other suppliers to be qualified, equivalent documentation must be submitted for them.

Requirement for the company’s organisation:

Tenderers must have sufficient capacity to complete the assignment.

Documentation requirement: an overview of the tenderer's organisation, project organisation and management, including a staffing plan for all phases of this project.

Central certification:

Tenderers are required to have qualifications equivalent to development Class 2 for the following discipline: “executing demolition and environmental clearance”.

Documentation requirement: valid proof of central certification or equivalent qualification for the discipline in question, alternatively documentation that substantiates that the company is qualified for central certification.
