Deficiencies and damage have been detected related to concrete pillars in the high-rise building facade, and all of the pillars are load-bearing. The deficiencies include poor concrete adhesion, a lack of inlaid reinforcement and significant damage as a result of reinforcement corrosion. The pillars therefore have lower load-bearing that required, requiring the damage be repaired and a number of pillars in the lower floors must be reinforced.

The concrete used with rounded and unified stone aggregate is a special and unusual material to use in structural concrete. The construction method also deviates significantly from standardised requirements. There is uncertainty pertaining to material properties, durability and quality.

The corrosion damage on the reinforcement has primarily developed in the pillars at the floor dividers. The pillars in the facade hold transverse girders and slabs, as well as the facade elements. In addition, the columns will also take part of the wind load on the building.

Antiquarian considerations:

Bergen City hall has antiquarian status as a listed building of national value. The entire process of finding an alternative method to implement the mechanical repair of the column at Bergen City Hall has been in close collaboration with Byantikvaren [the Urban Conservation Office].

The architectural character of the building will change with increased column volume due to the establishment of reinforcement additional reinforcement and cathodic protection.

Canteen building:

Significant damage has also been detected on the canteen building. The problems are comparable with the high-rise building damage, but the canteen building also has peculiar damage and antiquarian challenges. The canteen building must not change the architectural character of the building, and the pillars will be demolished and equivalent pillars will be re-established after steel bearers has been moved into the building (placed on the inside of the outer-wall).

The company shall be legally registered.

Documentation requirement:

Companies that are registered in the Norwegian Register of Business Enterprises and the VAT Register do not need to attach documentation. The Contracting Authority will check the company's organisation number in public registers. Attention is drawn to the fact that it is the organisation number that is on the company's profile for this competition in Mercell that will be checked. For companies that are not registered in the abovementioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Minste nivå(er) av standarder:

The company must have satisfactory finances to carry out the assignment.

Documentation requirement:

The Contracting Authority will obtain information on the company's economic and financial capacity via Proff Forvalt, (companies that have submitted their accounts to the Brønnøysund Register Company are registered through Proff Forvalt). If the information on Proff Forvalt is not correct, or if supplementary information is required to highlight the company´s economic and financial situation, this can be submitted. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Foreign companies: the company's last 2 auditor approved annual financial statements.

Tenderers must have experience from relevant assignments. Relevant assignments means assignments with mineral polishing systems and cathodic installations.

Documentation requirement: the company's relevant assignments in the last 5 years, listed in the reference list template. The chosen tenderer will be sent the template for a reference list in order to document fulfilment of the qualification requirement. In cases where the company does not have the necessary qualifications, but relies on other suppliers to be qualified, equivalent documentation must be submitted for them.

The person(s) responsible for the building site must have experience from relevant assignments. Relevant assignments means assignments with mineral polishing systems and cathodic installations.

Documentation requirements: the person(s) responsible for the building site must present relevant assignments from the last 5 years. The chosen tenderer will be sent the template for a reference list in order to document fulfilment of the qualification requirement. In cases where the company does not have the necessary qualifications, but relies on other suppliers to be qualified, equivalent documentation must be submitted for them.

Company organisation requirements: tenderers must have sufficient capacity to complete the assignment.

Documentation requirement: an overview of the tenderer's organisation, project organisation and management, including a staffing plan for all phases of this project.
