Egnethet til å utøve yrkesvirksomheten:

Tenderers must be a legally established company.

— Norwegian companies: company registration certificate

— Foreign companies: a verification showing that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient financial capacity to fulfil the framework agreement, including satisfactory turnover, earnings, degree of liquidity and equity. The payment experience must be satisfactory.

— the Contracting Authority will obtain credit ratings from a reputable credit rating agency, based on the most recent accounting figures, where the key figures are stated as an assessment of the tenderer's payment experience,

— the Contracting Authority reserves the right to obtain the annual accounts or other documentation if this is necessary to evaluate the requirement,

— the tenderers must present all documentation they find relevant for the assessment of their financial capacity.

Teknisk og faglig kapasitet:

The tenderer shall have adequate capacity and suitable manpower for implementation of the assignment for the following lots:

1) Energy labelling;

2) Energy assessments;

3) ENØK (energy economising) analyses for buildings and

4) general consultancy services in relation to the environment and energy economising.

Adequate capacity is in this context defined as 5 persons who as a team are able to comply with all of the 4 listed lots.

— information on the education and professional qualifications,

— a statement of how much of the contract the tenderer intends to leave to sub providers.

Documentation is to be given by filling in Annex 3; the tenderer's professional qualifications and capacity.

Tenderers shall have good experience from equivalent assignments.

— an overview of the most important service supplies the tenderer has carried out during the last 3 years, together with information about the contract value, date of delivery and execution and the name of the recipient. Documentation is to be given by filling in annex 4; Template, Reference Project Overview,

— tenderers ought to submit 3 certificates from previous Contracting Authorities, containing information of whether the service was professionally and properly executed. Annex 5; Template reference certificate can be filled in, or the tenderer can submit a separate form filled in by previous Contracting Authorities

Tenderers must have a quality assurance system adapted to the content of the contract,

— the description shall include procedures and check-lists for the services offered in the contract, that show satisfactory quality assurance of the deliveries/services.

Alternatively: the tenderer can submit certificates pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.

Tenderers must have a satisfactory environmental management system suited to the content of the contract. Tenderers shall document their environmental performance/procedures within the themes of purchasing, energy, waste, transport and/or emissions (only relevant themes).

— the description shall include procedures and check-lists for the services offered in the contract, that show satisfactory quality assurance of the deliveries/services. The procedures and the check-lists shall show how the tenderer meets the requirements for outer environment in accordance with the internal control regulation and pollution control act. The tenderers shall document that the system is regularly reviewed, and that they have an active system for deviation management and improvements.

Alternative 1:

If a tenderer is Eco-lighthouse certified, it is sufficient to enclose the certificate.

Alternative 2:

— if the tenderer has ISO 14001 certification (or equivalent), it is sufficient to enclose the certificate.
