The objective of the tender contest is to enter into Framework Agreements for 24/7 care services for people older than 18 years with various degrees of multiple disabilities, with or without additional difficulties, such as mental and/or somatic health challenges. Multiple disabilities are in this context defined as large and complex problems where several functions are reduced, e.g. cognitive functions, mobility, sight, hearing and/or language impairments. The target group often has a greater need for health professional follow-up than what is common among people with functional disabilities in general.

The contract for 24/7 care services for persons with multiple disabilities are in accordance with the Act relating to the municipal health services, etc. No 30 from 24.6.2011 § 3-2 No 6 letters a and b.
The overall objective is that the users receive services that ensure the best possible functional and coping ability, independency, participation in and quality of life. The services must be organised and provided with respect, and in accordance with the users' individual needs, resources and goals.

The services must be provided to users who rent flats from the provider, where the tenancy is governed by the rent contract.
The Framework Agreement must be included as a part of the user choice scheme regarding 24/7 health and care services for disabled people. The target group of people with multiple disabilities must, in addition to being able to choose between providers included in this Framework Agreement, also can choose among providers included in Framework Agreements from 2017 regarding
