The assignment will be carried out in the period 16.5.2020 to 15.5.2022.

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation: Norwegian companies: Company Registration Certificate.
Foreign tenderers: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Requirement 2: tenderers must fulfil the terms for providing passenger transport in the occupational transport by motor vehicle and vessel act (YTL) and the regulations dated 26.3.2003 No 401 on domestic occupational transport by motor vehicle and vessel, in order to participate in the competition. This also applies to any subcontractors that may be used for the assignment.

Tenderers must deliver one of the following forms of documentation:
A copy of the licence.
Copy of a license for passenger transport by motor vehicle (if available), possibly the documentation required when applying for a license in accordance with the Occupational Transport Act § 4, cf. the Occupational Transport Regulations dated 26 March No 2003 No 401.

The occupational transport regulations §9 apply.
NB. for taxi licence requirements, cf. YTL §9, cf. the occupational transport regulations dated 26 March No 2003 No 401, confirmation is required from Trøndelag County that the permits can be used in the areas they offer. If it is not possible to acquire such confirmation by the deadline, a signed self-declaration is sufficient as provisional documentation.

Documented plan for procurement of permits supplemented with documentation required when applying for the permit(s). The plan must state dates for submission of application, the type of permit, and expected date for awarding of permit.
Økonomisk og finansiell stilling:
Requirement 1: tenderers must have their tax, payroll tax and VAT payments in order.
Documentation: Norwegian companies: Tax certificate. The certificate must not be older than 6 months calculated from the tender deadline. Any arrears or other irregularities must be justified.
Foreign tenderers must submit certificates issued by competent authorities, confirming that the tenderer has met their obligations in regard to the payment of taxes and duties in accordance with the legal provisions in the country where the tenderer is established. The certificate(s) shall not be older than 6 months, calculated from the tender deadline.

Requirement 2: tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation: the following documentation must be submitted:
The annual accounts for the last 2 years, including notes and the board and auditor's reports (2018 and 2017).
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a license to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable, cf. the public procurement regulations §16-4 (2).

The contracting authority reserves the right to carry out a credit rating of tenderers via a credit rating company.
Teknisk og faglig kapasitet:
Requirement 1: tenderers must have an operative and good quality assurance system that has been implemented and is in operation.
Documentation: a certificate of the company's safety management system (ISM) must be submitted.
A certificate for the company's quality system/management system, issued by an independent body that confirms that the tenderer fulfils certain quality assurance standards, for example ISO 9001 or ISO 14001 certification.
The contracting authority will also accept other documentation that provides a description of the company's quality system/management system and dates for implementation, cf. the Procedure Rules Annex 5. Annex 5 is attached.
As a minimum, a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.
Requirement 2: tenderers must have good experience from deliveries of public transport.
Documentation: the requirement on good experience from deliveries of public transport is to be documented by filling in: The attached reference overview, cf. the Procedure Rules, Annex 4 Overview of Assignments.
