Statsbygg has a LMS to support course administration, but current practice for employee and competence development is otherwise largely based on manual processes and routines. Statsbygg is a competence company, and there is a need for a system that supports several activities and more uniform HR and competence processes than course administration. This includes, amongst other things, pre-boarding, introducing new employees, CV/competence overview, more efficient follow-up of competence development for managers, employee appraisals, career development, use of mobile units, cooperation possibilities and reports/analyses. The assignment also has an option for a recruitment system.

The contract will be valid for 5 (five) years calculated from the delivery date. The contract will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the contracting authority before the renewal date. The tenderer will be able to give 12 (twelve) months notice on the contract.

The contract will include an option to replace the current recruitment system (Webcruiter), if the chosen system has integrated functionality for this. Tenderers are not required to offer a recruitment system.

Tenderers are required to have a legally established company.
Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the company is registered.
Økonomisk og finansiell stilling:
Tenderers are required to have satisfactory financial implementation ability. The size of the turnover, seen in relation to the contract value, can be emphasised.
The Directorate of Public Construction and Property will carry out a credit rating of tenderers. Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts.
Teknisk og faglig kapasitet:
Tenderers must have secure implementation ability (capacity).
Overview of the number of employees in the company, divided into job categories.
Tenderers must have experience from assignments with a transferable value to this contract.
A description must be given on approx. 1 A4 page per project for up to 3 reference projects/contracts in the last 3 years with a transferable value to this contract, with information on, amongst other things:
— name of the Contracting Authority, including telephone number of the contract person,
— date of the contract/delivery,
— value/extent of the contract/delivery,
— delivered products/solutions and services.
The Contracting Authority reserves the right to contact the references.
Tenderers are required to have a good management and quality control system.
Description of the tenderer's methods for quality assurance (maximum 2 A4 pages).
If a tender is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate.
