The aim of the procurement is to enter into framework agreements for service assignments for consultancy services regarding small and large assignments in our churches and other properties. The framework agreement can be used by several relevant sections at the Church Warden and the Cemeteries and Burials Agency for various assignments. The framework agreement will be signed with three tenderers, provided that there are a sufficient number of suitable tenderers and tenders. Framework agreement for consulting engineer for building and construction works. shall be entered. This contract is for parallel framework agreements for typical consulting services, including condition assessments and preparing sketch project/detailed project/tender documentation and the tender process, cost calculations for the RIB. Parallel framework agreements for architect services and construction management shall be signed in accordance with separate competitions in separate subsequent notices. All properties are located in Oslo municipality.

Tenderers must be a legally established company.

— Foreign companies: A verification showing that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling: The tenderer must have the financial capacity to implement the contract.
Minste nivå(er) av standarder:
Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures.
The Contracting Authority reserves the right to obtain further credit ratings or other financial information (Annual Financial Statements including notes, the board´s annual reports and the auditor's reports, as well as recent information of relevance for the company's fiscal figures).

Teknisk og faglig kapasitet:
The tenderer (as a company) shall have competence and experience from relevant consultancy services and shall have carried out assignments of the same nature, complexity/degree of difficulty and scope/size.
Sufficient capacity and suitable manpower to execute the contract.
Tenderers must have a well-functioning quality assurance system that is adapted to the content of the contract.
Minste nivå(er) av standarder:
Overview of the tenderer's most important relevant contracts in the last 3 years, including information on the type of project, the role in the reference project, the project's value, date, recipient (name, telephone number and e-mail address). The Contracting Authority reserves the right to contact the references.

An overview shall be given of the company´s number of employees.
A competence matrix shall be given for the employees, where each discipline and competence level are stated. Note that this qualification requirement does not include the employees' CVs.
Certificate of the company's quality system/management system issued by independent bodies, which confirms that the tenderer complies with certain quality assurance standards, for example ISO certification. The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system´s content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.
