The purpose of the framework agreement is to cover the contracting authority's need for consumables in a good quality and cost efficient manner. The contracting authority has an ongoing need for consumables. This includes both expected and arising need for consumables, while also focussing on sobriety and control of the consumption.
The framework agreement must safeguard good cooperation with a loyal and strategic collaborating partner with good knowledge and experience such as the continuous ability to work in accordance with the objective of the framework agreement. Key focus areas for the framework agreement include reduced environmental impact, optimization and standardization of assortment, management of consumption and procurement through catalogue and analysis work and follow-up of the framework agreement's key focus areas.

In accordance with the framework agreement, the service provider must deliver consumables within the product groups stated below, as well as additional services. Example products are provided to illustrate the content of each group. Good and services must be delivered to all of the contracting authority's nationwide locations. See www.forsvaret.no for an overview of the contracting authority's locations.

Product group examples of the scope of delivery (the list is not exhaustive):
Office supplies: copy paper, archive materials, writing materials, packaging, small office machines (calculators, labellers, laminating machines and the like), whiteboards, cork boards, calendar materials, tape:
Computer supplies: toner, ink, mouse-mats, ergonomic items,
Cleaning products: cleaning materials for kitchens/commercial kitchens/bathrooms/offices and the like, disposable gloves, garbage sacks, toilet paper, drying paper, paper towels, soap, shoe polish, dispensers and stands, detergents for laundry and dishwashers, cleaning products such as toilet-brushes/mops/brooms/pads/mats, waste containers,

Canteen products: disposable cutlery, coffee filters, coffee/tea/biscuits, paper-cups, serviettes, food packaging, moulds, tablecloths, stearin candles.
Emphasis is put on the fact that the products in Annex D only represent volume products for use in the competition. The contracting authority has a unilateral right to expand or reduce the scope of delivery of consumables in the above-mentioned product groups.

In a comprehensive manner and with good quality, the tenderer's services must cover the purpose, functions and requirements specified in the framework agreement and annex.

The contracting authority has the right to extend the contract one or more times for a further 24 months.

The tenderer must be registered in a company register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have sufficient economic and financial capacity to implement the delivery, including satisfactory profit ratio, liquidity ratio and equity ratio.
Teknisk og faglig kapasitet:
