20190021 Framework Agreement Physical Security, Guard Services and ID Cards Inspections

Objective:
The Norwegian Tax Administration wants to enter into a contract with a provider of security and guard services for our premises in Norway. The contract is divided into 3 lots; guard and reception services, ID cards/service cards inspections as well as physical security. The Contracting Authority allows the involvement of sub-providers, maximum 2 links, for the assignment.
Standard solution: The Norwegian Tax Administration has a current system for visitor registrations, alarm systems, access control systems and surveillance. The visitor registration system is OnVisit and the selected software supplier is Adaptive AS. The supplier of the remaining software standard is Lenel Onguard The Administration has not yet rolled out the standard system for all locations. The selected provider must undertake the responsibility for the current system or by using sub-providers oblige to providing the required service (operation) for all premises.

The objective of the guard and reception service:
— safeguard the employees, visitors and premises' safety,
— alarm system linked to a guard system and immediate responses related to call-off alarms in and outside business hours,
— general guard and reception services.
The objective of the ID card/service card control service: the Norwegian Tax Administration's employees have an ID card and service card with a standard design, including chip technology, quality of plastic and security elements. The objective of the contract is to produce new security cards in accordance with requirements and the selected standard.
