Skedsmo Kommune

The Contracting Authority shall enter 3 lots and parallel Framework Agreements for temporary staff services for the health sector. The contract includes the following job categories:
(a) Nurses (lot A);
(b) Health care workers/enrolled nurses (lot B);
(c) GPs (lot C).
The Framework Agreement period is 2 year with option for up to 1+1 year extension on verbatim terms. The maximum Framework Agreement period is 4 years.

The procurement will be made in accordance with the Public Procurement Act dated 17.6.2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974. Section I and Section IV. A contract will be awarded in accordance with the open tender contest procedure, cf. FOA [Public Procurement Regulation] § 8-3. The Contracting Authority plans to award a contract without having a dialogue with the tenderers beyond small clarifications/corrections. However, a dialogue through negotiations can be held after the tenders have been received, if the Contracting Authority deems it to be expedient. The selection will be undertaken after an evaluation of the compliance with the award criteria. Emphasis is put on the fact that no tenderers can expect a dialogue on their tender and must, therefore, submit their best tender. Tenderers are therefore strongly encouraged to follow the instructions given in the tender documentation and annexes and to ask questions via the Tender Management System (KGV) if they are uncertain.
