Møre and Romsdal county hereby invites tenderers to a competition for a Framework Agreement for access to analysis services, research work and competence in central subjects given in the county plan.
See the tender documentation and annexes, particularly the Requirements Specification (Annex 2) and Appendix 2 — the Contracting Authority's description in the appendix to the contract.
The Contracting Authority wants to remind the tenderer that descriptions must only be given for the offered delivery within the requirements and needs stated by the Contracting Authority. Descriptions of services and benefits beyond what is requested in the tender documentation and requirements specification will not be taken into consideration in the evaluation.
Only descriptions and documentation of reference deliveries related to the Contracting Authority's expressed requirements and content to the contract shall be evaluated. It is important that the tenderer's completed requirements specification clearly state where any further responses/descriptions can be found (e.g., page number and the section in an annex that is referred to).

The Contracting Authority uses electronic procurement processes via the system provider Mercell (www.mercell.no). Amongst other things, tenders must be submitted electronically within the stated tender deadline.
Tenderers are responsible for submitting tenders by the tender deadline.
It is therefore recommended that the tender offer is delivered well before the deadline expires, for example, a minimum of 3 hours before.
