National grounds for rejection. In accordance with ESPD Part III: Rejection grounds, section D: 'Other rejection grounds that are laid down in national law in the Contracting Authority's member country'. The Norwegian procurement rules go further than the rejection grounds in the EU's directive on public procurements and in the standard form for ESPD. Emphasis is therefore put on the fact that all the rejection grounds in the PPR § 24-2, including the purely national rejection grounds, apply in this contest. The following rejection grounds in the Public Procurement Regulations § 24-2 are purely national rejection reasons: § 24-2 (2): This provision states that a Contracting Authority must reject a tenderer when they are aware that the tenderer has been legally convicted or has accepted a simplified writ for the stated punishable conditions. The requirement that a contracting authority must reject a tenderer who has accepted a simplified writ for the stated punishable conditions is a distinctive Norwegian requirement. § 24-2 (3) letter i: The rejection ground in the ESPD form only applies for serious errors in professional performance, whilst the Norwegian rejection ground also includes other serious errors that can lead to doubt as to the tenderer's professional integrity.

The contract includes services related to replacement of filters as well as necessary repairs of ventilation systems for Statsbyggs properties in Østfold and Follo.
A framework agreement will be signed with one tenderer.
The Framework Agreement shall cover the following services:
— service and maintenance works for ventilation systems,
— service and maintenance products for ventilation systems,
— delivery of filters, filter replacement and return of filters,
— ventilation works, including replacement and installation of ventilation generators and ducts,
— ventilation equipment, including new ventilation generators. The contract must include all ventilation systems at Statsbygg's properties in Østfold and Follo.
The buyers under the contract are the operative employees in Statsbygg.
Varighet: 48 måneder

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers are required to have a legally established company.
Documentation: company registration certificate. Foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the company is registered. As an alternative, StartBANK ID can be stated.
Økonomisk og finansiell stilling:
Tenderers are required to have sufficient financial implementation ability.
Documentation: tenderer shall provide a credit rating from an approved credit rating agency including the entire report with 3 years' financial statements and auditor reports.
The Directorate of Public Construction and Property retains the right to obtain their own credit rating.
As an alternative, StartBANK ID can be stated.
Teknisk og faglig kapasitet:
The tenderer shall have sufficient capacity and suitable manpower to implement the assignment.
The tenderer is required to have good experience with Framework Agreements for filter deliveries and service and maintenance works on ventilation plants, and installation/replacement of ventilation generators
Documentation:
An overview shall be given showing the company’s employees, where information of disciplines and competence levels (master certificates/ certificates of apprenticeship/apprentices/unskilled workers, etc.), as well as an overview of the number of employees that execute assignments in relation to service and ventilation works.
