— procurement of a licence that gives access to an updated overview of laws, rules, and routines for the operation of sites for handling fuel, including the STANAG and JIG rules,

— ongoing updates to the overview and content in the law and rules on handling aviation fuel,

— technical support for solving problems regarding quality assurance, operation and maintenance, as well as planning new equipment,

— training and support for the contracting authority's system operators,

— access to HSE competence for the operation of infrastructure and handling fuel.

Beskrivelse av opsjoner:

— option for procedures for quality control and sample taking of oil and lubricants in accordance with STANAG 4714,

— printing the procedures in paper format, ready sorted with dividers in an easy-to-follow file, approx. 10-15 files.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirement:

— Norwegian tenderers: company registration certificate,

— foreign tenderers: confirmation that the tenderer is registered in a trade register or company register in accordance with the legislation in the country where the tenderer is established.

Økonomisk og finansiell stilling: Requirement: tenderers must have their tax and VAT payments in order.
Minste nivå(er) av standarder:

Documentation requirement: tax certificates, not older than 6 months from the tender deadline. Tax certificates are defined as:

— for Norwegian tenderers:

A certificate issued by the tax collector or the Norwegian Tax Authority for: VAT, tax, and employer contribution,

— for foreign tenderers:

Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that the payment of taxes and duties is in order.

If the authorities in the relevant country do not issue such certificates, the tenderer must submit a statement which verifies that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's financial director/Head of Finance.

Qualification requirements:

1) Tenderers must have an established quality assurance system;

2) Tenderers must have an established quality assurance system;

3) Tenderers must have sufficient experience from similar deliveries;

4) Tenderers must have sufficient capacity to implement the framework agreement.

Sufficient means between 5 and 10 persons with relevant competence.

1) If there is any certification, the tenderer must attach documentation of this. If there is no certification, the quality system must be described;

3) Tenderers must complete the attached form, cf. Part I Annex 7 — Reference form, to document equivalent delivery/deliveries in the last 3 years.

If the tenderer wants to further document the given deliveries. Such documentation can be described on a separate piece of paper with precise references to the reference form.

The contracting authority reserves the right to contact the listed contracting authorities.. The recipients must be informed in advance of such possible contact;

4) Tenderers must document that they have sufficient capacity by attaching an overview of the tenderer's resources that are relevant to the execution of the deliveries.

NDLO emphasises that it is not possible to state resources in the tender that have been employed in the Defence Sector during the last 2 years.
