The current operator has their main facility and administration, washing hall and workshop at Vågavegen 25 in Ålesund.
The contracting authority will enter into a leasing contract, and will sublease parts of the facility with offices, driver room, washing hall and workshop to the Operator.
Updated Appendix 4. Site description with further information about the leasing contract, access to parking areas, offices, workshop and washing hall, as well as details regarding the operation of the site will be issued during March.
The contracting authority invites service providers to a site inspection of the bus facility at Vågaveien 25 in Ålesund, Tuesday 2.4.2019, 10:30–13:30.

Minimum requirements for the qualification requirements
Norwegian companies: Company registration certificate issued by the Brønnøysund Register Centre. The certificate must not be older than 3 months. If the tenderer who submits the tender offer is owned 50 % or more by another company, or multiple companies in a Group, the equivalent information about suitability must be provided for these or the parent company. Foreign companies: Registration certificates in professional registers as determined by legislation in the country where the tenderer is established.

The commitment statement shall clearly state the parties´ inner responsibilities and division of assignments between them. The contract requires the parties to be jointly and severally liable for fulfilling the contract with the contracting authority. The contract must nominate the company that will represent the parties in relation to the contracting authority. The contract must be signed by the tenderer who shall represent the parties. If multiple tenderers collaborate on the tender offer, the following documentation requirements apply: All affected parties must deliver the requested documentation to fulfil the qualification requirements, with the exception of a demand guarantee pledge.

— Qualification Requirement License: The company must deliver a commitment about the license guarantee in accordance with the collaboration agreement. The cooperating companies will be assessed as one as regards the cooperation agreement for questions related to technical and professional qualifications and economic and financial capacity. Tenderers must document satisfactory economic and financial implementation ability by enclosed a rating from a certified credit rating company, as well as Annual Financial Statements with notes including the Board's Annual Report and Auditor's report for the last 3 years (2015, 2016 and 2017). Completed Annex 5. Overview of key figures based on the last 3 years fiscal figures. If the Tenderer is owned 50 % or more by another company or several companies belonging to a group, the equivalent information must be provided for these or the parent company. The tenderer must enclose a commitment of demand guarantee in Norwegian from a credit institution that can operate in Norway, for 10 % of the contract's annual value. The demand guarantee must cover every financial liability that the Operator can have towards the Contracting Authority. The demand guarantee will apply from signing of the contract until 6 months after the agreed expiry date of the contract. This guarantee must not be confused with a guarantee connected to the Licence, which must be provided by the Licensing authority for awarding a Licence - cf. § 7 in the Professional Transport Regulations.

Tenderers must fulfil all terms required for a passenger transport License for required terms to have a licence for scheduled passenger transport by motor vehicle, cf. the professional transport regulations dated 26.3.2003 no. 401 §§ 4, 6-10. This also applies to any subcontractors that may be used for the Scheduled driving.
