19/948 Framework Agreement for the Hire of Multi-functional Machines

Karmøy kommune

Innkjøpssamarbeidet på Haugalandet [the Procurement Cooperation at Haugalandet] and the municipalities of Hjelmeland, Strand, Haugaland brann og Redning IKS and the church offices in the municipalities, called the client or the contracting authority, aim to enter into a contract for the hire and maintenance of digital multi-function machines. We currently have a total of approx. 790 units in the participating municipalities. Number of clicks/printers was approx. 35 000 000 in 2018. The number of clicks is anticipated to decreased when the municipalities begin using more electronic dispatches.

The expected value of the contract during the contract period is approx. 25 000 000 NOK if the option hears are used. The calculation is based on previous figures. Actual call-offs on the framework agreement may be less. The expected value does not entail corresponding purchasing obligation. The supplier cannot demand more purchases under the framework agreement than what follows from the municipality's needs and wishes. The tenderer can also not require compensation if the actual purchase is lower than expected. The specified volume is to be considered a maximum call-off on the contract. If this level is achieved before the contract period expires, this means that a new competition can be announced cf. The Court of Justice of the European Union's decision in case C-2016/17. Tenderer's will not be able to require compensation for a reduced framework time.

Tenderers must have relevant experience from equivalent assignments.

The tenderer must enclose documentation of experience from a minimum of one equivalent assignment. Equivalent means compatible geographic dispersion, complexity and multiple municipalities/companies. Minimum equivalent to 50 % of the total machine park.

The assignment(s) must not be older than 2 years, i.e. assignments that are completed more than two years prior to the tender deadline cannot be used.

Information must be provided about the customer's name, number of machines, value per year, date and the recipient's contact person (name, telephone number and e-mail address). Contact persons will be contacted if necessary.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to carry out the assignment.

Documentation: a credit assessment/rating, not older than 6 months, based on the last known fiscal figures, carried out by a credit information agency with a licence to operate such activity. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:
