Multiple studies of the labour market situation have been implemented for persons with ICT-related higher education. A survey amongst newly educated master’s degree candidates in 2017 showed a clear increase in the portion that were unemployed, and some indications of a downturn in the candidates’ assessment of the educational programs’ job-related relevance. NAV’s business surveys from 2018 and 2019 show a shortage of manpower with ICT-related education. In their last report, Kompetansebehovsutvalget (KBU) [the Norwegian Committee on Skill Needs] highlighted possible explanations of the labour market adaptation to persons with ICT-related education.

On this basis, the Ministry of Education and Research wants a research-based study that will give a combined analysis of the labour market situation for persons with ICT-related higher education and possible explanations for different forms of maladjustments, including to answer the following questions:

— Does the labour market adjustment vary according to the level of education (master, bachelor), the establishment of the study programmes and regional and local labour markets? How has this been over time?
— How do different forms of contact and collaboration between actors in the labour market and academic environments/study programmes affect the labour market situation of the candidates?
— What factors do relevant employers in place emphasis on when recruiting newly educated ICT candidates, and to what extent do different education programmes replace each other? How does the recruiting occur?
— To what extent do relevant employers replace recruitment of newly graduated ICT candidates at different levels of education with investments in after education and further education in ICT skills for employees?
— How does labour mobility between regional and local labour markets affect the labour market adaptation for newly educated ICT candidates?
— What significance does the industry structure have for opportunities and capacity to utilise the competence of persons with ICT-related education?
