The procurement will be made in accordance with the Public Procurement Act, dated 17.6.2016 (LOA) and the Public Procurement Regulations (FOA), dated 12.8.2016 no. 974 (FOA), parts I and III

The Contracting Authority would like to use this competition to enter into a Framework Agreement for the delivery of architectural services.

The Framework Agreement that is established through this tender competition can be used by Karmøy Municipality, including all departments, agencies, municipal companies and all fully-owned municipal companies. It must also be possible to use the contract for projects where Karmøy Municipality participates in collaboration projects with other Contracting Authorities, regardless of whether Karmøy Municipality is a contract party.

The Framework Agreement is intended to cover most of the Contracting Authority's continual need for the services in question. The Contracting Authority will have the right, but not an obligation, to use the Framework Agreement. The Contracting Authority will be able to hold competitions for assignments when this is appropriate. Some assignments could be solved in-house.

The contract has an estimated value of approx. 2 000 000 NOK excluding VAT. This gives a total estimated value for the Framework Agreement's length (including options) of 8 000 000 NOK. The estimated value is only of an informative character and is in no way binding for the Contracting Authority.

A minimum of 2 Framework Agreements will be signed, provided that there are a sufficient number of suitable tenders in the competition from qualified tenderers.

Qualification Requirement:

The tenderers shall be a legally established company.

Documentation requirement:

Company registration certificate or equivalent from the tenderer's country of origin. The certificate must not be older than six months calculated from the tender deadline.

Tenderers must have submitted their tax assignments and paid their taxes, employer contributions and VAT.

Documentation requirement:

Tax certificate. The certificate must not be older than six months calculated from the tender deadline. Any arrears or other irregularities must be justified.

Tenderers must have the financial capacity to implement the assignment/contract. Tenderers are required to be credit worthy.

Credit evaluation/rating, not older than six months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.

Teknisk og faglig kapasitet:

Requirement regarding tenderers' experience.

Qualification Requirement:

— tenderers must have carried out engineering design services for building design and architecture for new buildings, renovations, extensions and alterations of municipal buildings,

— tenderers must have prepared plans and descriptions in accordance with NS 3420.

Tenderers must document that the qualification requirements for the discipline and development class are fulfilled. Development class 3 is required for the assignment.

Documentation requirement:

Central certification, or documentation that the requirements are fulfilled to achieve central certification.

Relevant reference projects with the name of the Contracting Authority, description of the assignment, value, length, contract form and contact person at the Contracting Authority.

Documentation/confirmation that the tenderer has prepared plans in the form of work drawings and descriptions in accordance with NS 3420.

The tenderer's organisation, staff and key persons.

Tenderers must have a minimum of 3 employees who can carry out engineering design service assignments for the Contracting Authority.

The responsible architect for each assignment must be a senior architect with minimum 8 years experience. The offered architects must have a degree in architecture or equivalent.

Present an overview of the company's total staff and organisation.

CV for minimum 3 employees with information on education, work experience and relevant reference projects for employees who are relevant for assignments for the Contracting Authority.

Certificates can be presented from previous Contracting Authorities.
