Requirement: the tenderer shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirements:
— Norwegian companies: company registration certificate,
— foreign companies: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Requirement: tenderers must fulfil the terms for providing passenger transport cf. the Professional Transport Regulations dated 26.3.2003, No 401.
Documentation requirement: an overview of licences, with a copy of the licence documents that are required for the sub-contracts in question.
Økonomisk og finansiell stilling:
Requirement: tenderers must have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a licence to conduct this service.
Teknisk og faglig kapasitet:
Requirement: tenderers must have experience from satisfactory execution of comparable transport assignments. The assignments ought to be of an equivalent size, measured in annual contract value, as well as equivalent complexity as regards the users, variations in route patterns and use of means of transport.

Documentation requirement:
A list of the tenderer's most relevant assignments carried out during the last 3 years. The list must include information on the assignment's annual contract value, examples of routes and users, as well as a reference person with contact information, (name, telephone number and email address), who can be contacted.

It is the tenderer's responsibility to document relevance through the description. Briefly describe the assignment, i.e., maximum one page per assignment.
Requirement: tenderers must have sufficient capacity to fulfil the contract's scope, as well as foreseeable increases.
A list of the means of transport that can be provided for the contract, with an explanation of the capacity, in accordance with the contract's needs, e.g., the number of vehicles, number of seats, other capacities such as wheelchair lifts and certified child seats. A list of personnel with an explanation of relevant competence who will be available for fulfilment of the contract.
