Oslo kommune v/ Bymiljøetaten

Bymiljøetaten [the Department of Urban Development] is the municipality's professional body in relation to roads, road traffic and public transport on roads. The contracting authority is responsible for the municipal road network, including the standardised county road network. As the road administrator, the Department of Urban Development is responsible for follow-up of the requirements for measures against noise and air pollution from roads. Stated in the Pollution Control Act. The contracting authority is also responsible for long-term public transport planning, traffic and street plans, traffic safety measures and plans for practicable public transport traffic measures. An important part of this administrative responsibility is related to the procurement of services for the operation and maintenance of the road network in order to ensure good conditions for all road users. The procurement must cover the need for maintenance marking and new road marking of streets, pavements, foot and cycle paths and parking spaces, as well as all related necessary preliminary works.

NB: Environmental requirements under Point 5 in the requirement specification and requirements of vehicles used in the execution of the contract work. The tenderer's vehicles used in relation to the contract must as a minimum fulfil Euro 5/V or better. Any new purchase of vehicles that will be used in the contract work must as a minimum fulfil Euro 6/VI. The tenderer must report monthly the number of hours the vehicles are used in the contract work as well as the number of litres of fuel used. The form for reporting use of vehicles will be used for reporting. The form must also be enclosed with the tender and the tenderer must complete ‘Tilgjengelig kjøretøy’ [available vehicles] intended to be utilised in fulfilment of the contract work.

Road marking is an important part of the road system. The intention is to inform, advise, manage and control the road users of the road and traffic system. Good and correctly executed marking is a pre-requisite for safe and efficient restriction of the road traffic. This procurement comprises, maintenance of marking and new marking of the municipal roads that the Agency for Urban Environment is responsible for in Oslo. The work consists of maintenance of the existing markings and will also include new marking in connection with asphalt works, redevelopments and new parking spaces. Marking/remarking of surfaces with coloured material is included. More detailed scope of work is set out in the attached cost basis and requirement specification. Please note that the specified quantities are estimated for one year, but the quantity of orders that arise will depend on demand and allocated funds.

Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers shall be a legally established company.
Documentation requirement:
— Norwegian companies: company registration certificate,
— foreign companies: a verification showing that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
— credit evaluation/rating, not older than 6 months, based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution,
— the contracting authority reserves the right to obtain a credit rating if needed.
Minste nivå(er) av standarder: Sufficient financial capacity to fulfil the contract/assignment.
Teknisk og faglig kapasitet:
1) A description of the technical personnel the tenderer has at disposal for fulfilment of the contract, with information about education and professional qualifications (CV);
2) An overview of relevant marking works the tenderer has carried out in the last 5 years, together with attestations of satisfactory execution of the primary works;
3) An account of the tenderer's environmental control/environmental management system. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted. Reference is made here to EMAS, the joint scheme for environmental management and environmental audits;

Minste nivå(er) av standarder:
1) Competence for implementation of the assignment;
2) Experience from similar assignments;
3) An environment control/environment management system;
4) A quality assurance system.

Vilkår for kontraktoppfyllelse:
The contractual conditions will be governed by the attached standard contract terms for Oslo Municipality's Procurement of Trade Services, with the accompanying contract formula.
NB: Oslo municipality's seriousness provisions under Point 5 in the standard contract terms for Oslo municipality's purchase of trade services.
