The Agency for Urban Environment is responsible for many different activities, campaigns and projects connected to, amongst other things, environmental priorities, traffic safety improvements and cycle initiatives.
We require various gifts/prizes and profiling articles for marketing the department´s and Oslo municipality´s commitments. Examples of such projects are the signal green caps that are annually given to all first years at the start of the school year so that the children can be seen more easily by motorists. In addition the Agency for Urban Environment has a need for prizes in competitions and gifts for cooperation partners or visitors and for Rusken’s various projects and activities.

Estimert totalverdi: 12 000 000 NOK 💰
Kort beskrivelse:

The Agency for Urban Environment's aim is to ensure safety and quality and to ensure that the gift and profiling articles are environmentally friendly products. Tenderers must, therefore, deliver products that are of high quality that tolerate use and wear, as well as document the production and supplier chain. Oslo Municipality has a design hand book that describes the different uses of the logo. Rusken also has a design manual. It is, therefore, important that the correct logo is approved before production.

The scope of call-offs on the framework agreement is anticipated to be approx. NOK 3 million per annum.

This amount is only an estimate and is not binding for the contracting authority. The contracting authority emphasises that the figures are estimates and that the actual volume may vary from year to year. The contract does not include different types of reflective products. It also does not include drops, sweets or other food/edible products.

The contracting authority has the option to extend the contract for a further 1 + 1 years on unchanged terms.

Requirement: Tenderers shall be a legally established company.

Documentation requirement:

Norwegian companies: Company registration certificate.

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Credit evaluation/rating, not older than 6 months, based on the last known accounting figures.

The contracting authority reserves the right to obtain a separate credit evaluation if it is deemed to be necessary.

Minste nivå(er) av standarder: Tenderers must have the financial capacity to implement the assignment/contract.
Teknisk og faglig kapasitet:

1) —A list of the tenderer's most important relevant deliveries in the past three years, including information on the value, time frame, and the name of the public or private recipients.

— A referance person must be given, with contact information. The Contracting Authority reserves the right to contact the reference persons.

2) Report regarding the tenderer's quality assurance system/quality management system. If the contractor is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.

3) Tenderers can document routines for environmental management measures and environment goals that contribute to minimising the impact on the environment by a certificate from EMAS, ISO 14001, Miljøfyrtårn or equivalent certificates. The contracting authority will also accept other documentation that shows that the tenderer has equivalent environmental management measures and environmental goals. As a minimum, a general description is to be given of the contents of the system relevant for this contract.

4) —A description of the system for management of the supplier chain, which the tenderer will use to fulfil the contract. This comprises quality assurance measures that enable systematic follow up of the work with safeguarding basic human rights and ILO’s core conventions down the supplier chain/production process.

— A description of the tracking systems that the tenderer will use to fulfil the contract. The description must state methods and/or systems that enable tracking of the production locations and country of origin involved in the supplier chain for the goods in this contract.

Minste nivå(er) av standarder:

1) Experience from equivalent assignments and a good implementation ability are required.

2) A quality assurance system is required.

3) Tenderers must have routines for environmental management measures and environmental goals that contribute to minimising the impact on the environment.

4) Tenderers are required to have implemented a quality assurance measure that ensures that the tenderer can fulfil the contractual obligations for social requirements (see point 8 of the contract). This means that the tenderer has methods for managing the supplier chain and tracking systems that enable follow-up of compliance with:

— Basic human rights, including:

—— No person must be subjected to torture or gruesome, inhuman or degrading treatment or punishment (the UN’s Universal Declaration of Human Rights art. 5),

—— All workers have the right to fair and good payment that ensures them and their family a dignified existence, and if necessary, complemented by other social protection (UN’s Universal Declaration of Human Rights art. 23.3),

—— Everyone has the right to rest and leisure time, including reasonable limiting of work hours and regular holidays with pay. (UN’s Universal Declaration of Human Rights art. 24),

— ILO's core conventions:

—— ILO convention no. 138 and 182 (ban on discrimination), numbers 29 and 105 (ban on discrimination) and numbers 100 and 111 (ban on discrimination) and numbers 87 and 98 (freedom of association and right to collective bargaining).

Vilkår for kontraktoppfyllelse:

The contractual relationship will be regulated by Oslo Municipality´s standard contract terms for the procurement of goods, with the accompanying contract formula, see annexes 2a and 2b.

In particular see the requirement for a recycling scheme, point 1.4.3 in the tender documentation, and the ethical requirements, point 1.4.4 in the tender documentation.
