The contracting authority is responsible for the municipality´s traffic signals on roads. This includes i.a. traffic safety measures and traffic management of the road network. The Norwegian Public Roads Administration has equivalent responsibilities for the national roads network. In order to improve the accessibility of public transport in Oslo, a new priority system is needed for the traffic signals.

Kort beskrivelse:
The current priority system must be replaced and a new system shall be procured to process data from the public transport units so that they receive priority through the traffic signals. The system must process priority messages to approx. 400 traffic lights, and a rollout is planned for the period 2020-2022. All necessary equipment, installation, testing, error recovery and commissioning of the equipment and software must be included in the contract. The contracting authority also need maintenance services for software and any equipment that are procured in relation to the new priority system.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1: tenderers must be a legally established company.
Documentation requirement 1: Norwegian companies: Company Registration Certificate.
Foreign companies: a verification showing that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Documentation requirement 2: credit evaluation/rating, not older than 6 months, based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution.
The contracting authority reserves the right to obtain a separate credit evaluation if necessary.
Minste nivå(er) av standarder:
Requirement 2: the tenderer must have the financial capacity to carry out the assignment/contract and be credit worthy.
Teknisk og faglig kapasitet:
Documentation requirement 3: an overview of the 3 most important relevant assignments executed. The review must state the name of the contracting authority, the nature of the work, scope and value, as well as the time and location of execution of the work.

Documentation requirement 4a: a description shall be given of the tenderer's technical personnel or technical entities that the tenderer has at disposal to fulfil the contract.
Documentation requirement 4b: a statement of the tenderer's average annual workforce and the number of employees in the management for the last 3 years.
Documentation requirement 4c: a description of the proportion of the contract that the tenderer is considering to sub-contract out.
Documentation requirement 5: a description of the supplier chain management and the tracking systems that the tenderer will use to fulfil the contract. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted.

Tenderers are requested to submit any questions in advance via the message function in the tender management tool, so that the contracting authority has the opportunity to prepare the answers. Questions will be anonymous. Technical questions may be raised in English. The answers/responses will be in Norwegian.

Justification for cancellation of the competition: ‘Omnia’, our current control and monitoring central does not allow access for external providers. It is necessary for the competition and a new prioritisation system that the current provider of Omnia can give provide access via an API. The contracting authority cannot get an accessible open API within the budget frames and we are hereby cancelling the competition. New tenderers will be unable to submit a complete tender.
