The framework agreement will comprise assignments such as the preparation of concept reports (KVU), detail and development plans including impact assessment, and construction plans and function descriptions in connection with turnkey contracts, for specific road, street and urban spaces projects.

Examples of assignment can be early phase reviews, area planning in urban development areas, preliminary projects, zoning plan and engineering design of roads, streets, foot and cycle paths, hiking paths, squares and meeting places, green spaces, pavements, retaining walls, bridges, junction design, roundabouts and various traffic safety measures.

The framework agreement will also include noise reviews and engineering design services/consultancy services for noise screens and facade measures. Planting and green installations, landscape design and aesthetics, lighting, surface water problems and technical infrastructure will often be part of the assignments. There can also be some traffic analyses, traffic models and capacity calculations for road and street projects.

Consultants must have good competence within the Construction Client Regulations and contribute to the preparation of the Builder's SHA, where the consultant would normally have the role of “coordinator of engineering design” (KP). Consultants must normally be the responsible applicant for building applications. It can also be relevant to order independent inspections as part of the framework agreement.

The contracting authority intends to enter into a framework agreement with 4 to 6 tenderers. The tenderer is required to offer personnel from all trade disciplines that are required to deliver complete road, street and urban spaces projects, either in their own company or through sub-contractors.

The scope of call-offs on the framework agreement is anticipated to be approximately 75 million per year.

This amount is only an estimate and is not binding for the contracting authority. The contracting authority emphasises that the figures are estimates and that the actual volume may vary from year to year.

The tenderers must be aware that changes in financial and/or political framework conditions can lead to the estimated quantity of assignments increasing/reducing.

Bymiljøetaten [the Agency for Urban Environment] has separate framework agreements for the hire of project management and construction managers, and such assignments are therefore not included in this framework agreement.

The Agency for Urban Environment has a separate framework agreement for engineering design and consultancy service for urban spaces project, sports project, park and leisure area projects and such assignment usually fall outside of this framework agreement.

For urban spaces projects, one can utilise both of the framework agreements and it is up to the Agency for Urban Environment to decide which framework agreement will be used.

Beskrivelse av fornyelser:

The service will be performed for 2 years from the date the contract is signed.

The contracting authority has the option to extend the contract for up to a further 1 year plus 1 year (1 + 1) on verbatim terms with the exception for adjustment of the hourly rate.

Qualification requirement: the supplier shall be a legally established enterprise.

Documentation requirement:

— Norwegian companies: Company Registration Certificate,

— foreign companies: a verification showing that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling: Tenderers must have the financial capacity to carry out the assignment/contract.
Minste nivå(er) av standarder:

— credit evaluation/rating, not older than 6 months, based on the last known accounting figures,

— the contracting authority reserves the right to undertake their own credit assessment and rating of the tenderer.

Teknisk og faglig kapasitet:

Qualification requirement 1:

Tenderers shall have good experience within roads, traffic, construction and landscape architecture professions. This means, amongst other things, that tenderers must have experience from detailed planning and detailed engineering design services for roads, street and urban spaces projects in urban areas with many user groups/types of traffic, large traffic quantities and complicated technical infrastructure.

Qualification requirement 2:

The tenderer must have good competence for all disciplines required to deliver complete products for this contract.

Qualification requirement 3:

The tenderer must have sufficient capacity to implement multiple assignments simultaneously.

Qualification requirement 4:

A quality assurance system is required for the services that shall be delivered.

Documentation requirement 1:

A list of the most important deliveries or services performed during the past 5 years, including information about the value, dates, and the name of the public or private recipient. This must state which disciplines the tenderer contributed to the project.

Documentation requirement 2:

A description of the technical personnel, particularly those who are responsible for the quality control that the tenderer has at its disposal to execute the contract.

Documentation requirement 3:

A description of the tenderer’s average annual workforce.

Documentation requirement 4:

A report statement about the system and a description of how quality assurance is carried out.

If the tenderer is certified, it is sufficient to enclose a copy of certificates issued by independent bodies confirming that the tenderer fulfils specific quality assurance standards, for example ISO 9001:2008 or equivalent.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

The contractual relationship will be governed by the enclosed contract with associated standard contract terms for Oslo municipality, see Appendix 2. The contract is Oslo municipality's contract formula for NS8401 with 3 alternative remuneration formats; including fixed price, time spent with a remuneration budget and fixed upper limit after time elapsed.

In the case of call-offs on the framework agreement, individual call-off contracts will be signed using individual call-off contract templates, see Appendix 2.1. The call-off contract.
