Bymiljøetaten [the Agency for Urban Environment] is responsible for planning, development, management and operation of municipal urban spaces in Oslo. The urban spaces include common areas such as roads and streets, squares, meeting places, parks and recreational areas. The Agency for Urban Environment must ensure inviting urban spaces with good cleaning and waste management, planting in parks, lighting, maintenance of streets, roads, hiking paths and bridges. The objective of the procurement of operation and maintenance to safeguard the infrastructure and previous investments and maintain the standard of the road network. The procurement will safeguard the implementation of services and activities that are necessary for the road network so that the traffic can arrive in a safe and efficient manner. The procurement will contribute to Oslo being an active, green, safe and beautiful town for the residents and visitors.

The need comprises i.a. emptying of drains, patching of asphalt holes, cleaning and sweeping, snow clearing, removal of snow, gritting and waste emptying at stops, cutting of vegetation at edge and mowing on median strips. The districts included in the contract are Nordre Aker, Vestre Aker and Ullern.

Beskrivelse av fornyelser:
The contracting authority has an option to extend the contract for up to further 1 + 1 + 1 years on unchanged terms.

Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers must be a legally established company.
Documentation requirement:
Norwegian tenderers: company registration certificate.
Foreign companies: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Documentation requirement:
Credit evaluation/rating, not older than 6 months, and based on the last known fiscal figures. The rating must be carried out by a publicly approved credit rating institution.
The contracting authority reserves the right to obtain a separate credit evaluation if necessary.
Minste nivå(er) av standarder: Economic capacity to implement the contract and credit worthiness.
Teknisk og faglig kapasitet:
1)
— a statement of the tenderer's average workforce and the number of employees in the current administrative management,
— a description of the administrative and technical personnel the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not,
— a description of the machines, tools and technical equipment that the tenderer has at their disposal to fulfil this contract, regardless of whether they belong to the company or not,
— a statement shall be given of how much of the contract will be performed by subcontractors, and which activities are intended to be carried out by subcontractors;
2)
Information about the education, professional qualifications and relevant experience of the tenderer’s key personnel, i.e. the contract manager and construction managers that are responsible for implementing the service.
— CVs of key personnel must be attached;
3) An overview of the most important services that the tenderer has carried out during the last 3 years, together with information about the contract value, date of execution and name of the recipients.
Minste nivå(er) av standarder:
1) The tenderer must have the capacity and implementation ability both in regard to personnel and technical resources;
2) The tenderer must have the following key personnel:
(a) key personnel — the contract manager is the tenderer’s representative at operations meetings and the one who is responsible for daily follow up with the contracting authority. The requirement for the contract manager is 3 years experience from operations contracts on roads from large towns,

(b) key personnel — plant managers must have professional competence in relevant disciplines and 3 years experience from following up operations contracts on roads from large towns;
3) The tenderer must have experience from similar assignments. This means that the tenderer has carried out major parts of equivalent assignments as those described in this assignment. The tenderer must have experience from work of the same nature and degree of difficulty i.e. experience from operations contracts for medium traffic road networks in urban areas.
