Økonomisk og finansiell stilling:

Tenderers are required to have a legally established company.

Company registration certificate, alternatively a StartBANK ID. Foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the business is registered.

Tenderers are required to have satisfactory economic and financial implementation ability.

The Directorate of Public Construction and Property will carry out a credit rating of tenderers. Tenderers must also submit:

Auditor approved annual financial statements for the last 3 years, alternatively StartBANK ID.

Signed and completed self-declaration about economic and financial implement ability, see Annex 5.

The Directorate of Public Construction and Property retains the right to carry out a supplier audit of the tenderer. Any supplier audit will take place in the form of the tenderer's permanent auditor being asked to carry out agreed agreed control procedures. Please provide contact information for the tenderer’s permanent auditor.

Throughout the entire project implementation, including the interaction phase, construction phase and test phase, the tenderers must have the ability to process and maintain shield-worthy (security graded) information in the scope and the degree established for the contract work. Central functions at the contractor and sub-contractor must be able to fulfil the requirement of Norwegian security clearance.

Signed and completed self-declaration, see Annex 2. If information is available about the tenderers and/or their sub-contractors, that gives the Contracting Authority grounds to believe that the qualification requirement will not be fulfilled, this may result in the tender offer being rejected. In such a case further documentation can be requested from the tenderer and/or Statsbygg itself will obtain further information.

Teknisk og faglig kapasitet:

Professional, technical and organisational qualifications part 1.

The tenderer is required to have the necessary professional and organisational qualifications to implement the assignment.

An overview of the tenderer’s business must be delivered in the form of an organisational chart, as well as an account of the company’s personnel resource in relation to capacity and competence in order to safeguard:

— administration and management in the contract’s different phases,

— procurement of systems, materials, sub-contractors, etc,

— construction site logistics and coordination.

The report on personnel resources must take into account the requirement for Norwegian security clearance, cf. the qualification requirement above regarding “ability to handle security graded information”.

Professional, technical and organisational qualifications part 2.

The contractor must demonstrate experience from all of the following works:

— conventional tunnelling with injection and securing,

— management of cross discipline projects with coordination of consultants for detailed engineering and UE for the execution of particular disciplines,

— projects with requirements for environmental follow-up in densely populated areas/towns,

— safeguarding of SHA/HSE in all project phases,

— construction works.

Tenderers are required to have sufficient experience from assignments with a transferable value to this project.

A brief description (up to approx. 5 A4 pages per project) must be submitted of up to 5 reference projects with justified comparable value (projects older than 5 year may be given weight), with information about i.a.:

— the project name and location,

— Contracting Authority,

— the project size in cost,

— the assignment's contract value excluding VAT,

— type of contract (interaction, total or implementation contract),

— type of installation,

— the company's assignments/role in the project,

— the start-up date and completion date (year)/if not completed — where one is in the project.

Whether the project was security graded and possibly included in the object security regulations (yes/no)

A summary of the provided reference project must also be given in a table form cf. Annex 4.
