The current number of lifts for construction phase 2 includes: the B-block; 3 lifts, the C-block; 7 lifts, the E-block 3 lifts and the G-block; 4 lifts. (The G-block's current lift shafts).

Egnethet til å utøve yrkesvirksomheten:
Organisational and legal position.
Tenderers are required to have a legally established company.
Company registration certificate, alternatively a StartBANK ID. Foreign tenderers are required to have a corresponding certificate as prescribed by the laws of the country where the tenderer is registered.
Ability to handle security graded information.
Throughout the entire project implementation, including the interaction phase, construction phase and test phase, the tenderers must have the ability to process and maintain shield-worthy (security graded) information in the scope and the degree established for the contract work. Central functions at the contractor and sub-contractor must be able to fulfil the requirement of Norwegian security clearance.

Economic and financial capacity
Tenderers are required to have satisfactory economic and financial implementation ability.
Statsbygg will carry out a credit rating of tenderers.
Tenderers must also submit:
— auditor approved annual financial statements for the last 3 years, alternatively StartBANK ID,
— a signed and completed self-declaration on economic and financial implementation ability, see Annex 4.
Statsbygg retains the right to carry out a supplier audit of the tenderer.
Any supplier audit will take place in the form of the tenderer's permanent auditor being asked to carry out agreed agreed control procedures.

Teknisk og faglig kapasitet:
Professional, technical and organisational qualifications part 1.
The tenderer is required to have the necessary professional and organisational qualifications to implement the assignment.
An overview of the tenderer’s business must be delivered in the form of an organisational chart, as well as an account of the company’s personnel resource in relation to capacity and competence in order to safeguard:
— administration and management in the contract’s different phases,
— procurement of systems, materials, sub-contractors, etc.
— construction site logistics and coordination.
The report on personnel resources must take into account the requirement for Norwegian security clearance, cf. the qualification requirement above regarding ‘ability to handle security graded information’.
Professional, technical and organisational qualifications, part 2.
Tenderers are required to have sufficient experience from assignments with a transferable value to this project.
A brief description (up to approx. 5 A4 pages per project) must be submitted of up to 5 reference projects, with justified comparable value (projects older than 5 year may be given weight), with information on, amongst other things:
— the project name and location,
— contracting authority,
— the project's size in m
— contract value of the assignment,
— the type of contract (interaction, turnkey contract, etc.),
— type of building,
— the tenderer's assignments and role in the project,
— an account of how BIM was used in the project,
— the start-up date and completion date (year)/if not completed — what phase the project is in,
— whether the project was security graded and possibly covered by the object security regulations.
