Statsbygg [the Directorate of Public Construction and Property]

As part of construction stage 1 of the New Government Block project, the Directorate of Construction and Property would like to qualify participants who could be interested in submitting a tender for the interaction contract K202 Tower Block.
The tower block is to be renovated to a well-functioning office building for approx. 480 ministry employees, and more employees in the Office of the Prime Minister in a four storey extension on the top. The completed building with 4 new storeys has approx. 18 000 m2.
In addition, a visitors centre could be established next to the tower block/pavilion. This work will be an option to contract K202 the H block.

KORO and art in the Directorate of Public Construction and Property's projects. In all government construction projects, a proportion of the construction costs is allocated to public art in accordance with the Royal Decree of 5.9.1997. The Directorate of Public Construction and Property will receive art grants which will be made available for Art in Public Spaces (KORO – formerly the Public Art Fund). KORO will then become responsible for delivery of the art projects in the Directorate of Public Construction and Property's construction projects. The tenderer that is awarded the contract will be obliged to carry out works for KORO or the artist relating to public art for this construction project. KORO and the artist will be able to place orders subject to the same conditions as the Directorate of Public Construction and Property can place supplementary orders under in accordance with the contract. Works relating to the public art project will be ordered in writing by KORO or the artist in accordance with an established template. Orders will be placed on behalf of and at the risk of KORO and the Directorate of Public Construction and Property will not be liable in any way.

Vilkår for deltakelse
Økonomisk og finansiell stilling:

Tenderers are required to have a legally established company.

Company Registration Certificate, Alternatively a StartBANK ID. Foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the business is registered.

Tenderers are required to have satisfactory economic and financial implementation ability.

The Directorate of Public Construction and Property will carry out a credit rating of tenderers.

Tenderers must also submit:

— Auditor approved Annual Financial Statements for the last 3 years, alternatively StartBANK ID,

— A signed and completed self-declaration on economic and financial implementation ability, see Annex 4.

The Directorate of Public Construction and Property retains the right to carry out a supplier audit of the tenderer.

Any supplier audit will take place in the form of the tenderer's permanent auditor being asked to carry out agreed agreed control procedures.

Please provide contact information for the tenderer’s permanent auditor.

Ability to handle security graded information.

Throughout the entire project implementation, including the interaction phase, construction phase and test phase, the tenderers must have the ability to process and maintain shield-worthy (security graded) information in the scope and the degree established for the contract work.

Central functions at the contractor and sub-contractor must be able to fulfil the requirement of Norwegian security clearance.

A 'signed and completed 'self-declaration on security', see Annex 5.

If information is available about the tenderers and/or their sub-contractors, that gives the contracting authority grounds to believe that the qualification requirement will not be fulfilled, this may result in the tender offer being rejected. In such a case further documentation can be requested from the tenderer and/or Statsbygg itself will obtain further information.

Teknisk og faglig kapasitet:

Professional, technical and organisational qualifications part 1.

The tenderer is required to have the necessary professional and organisational qualifications to implement the assignment.

An overview of the tenderer’s business must be delivered in the form of an organisational chart, as well as an account of the company’s personnel resource in relation to capacity and competence in order to safeguard:

— Administration and management in the contract’s different phases

— Procurement of systems, materials, sub-contractors etc,

— Construction site logistics and coordination

The report on personnel resources must take into account the requirement for Norwegian security clearance, cf. the qualification requirement above regarding ‘ability to handle security graded information’.

Professional, technical and organisational qualifications, part 2.

Tenderers are required to have sufficient experience from assignments with a transferable value to this project. A brief description (up to approx. five A4 pages per project) must be submitted of up to five reference projects, with justified comparable value (projects older than five year may be given weight), with information on, amongst other things:

— The project name and location,

— Contracting authority,

— The project´s size in m2 and total cost,

— Contract value of the assignment,

— The type of contract (interaction, turnkey contract, etc.),

— The type of building (renovation, listed value, etc.),

— Ground conditions and foundations,

— The tenderer's assignments and role in the project,

— An account of how BIM was used in the project,

— The start-up date and completion date (year) / if not completed - what stage the project is in,

— Whether the project was security graded and possibly covered by the object security regulations.
