The tenderer shall be a legally established company.
Documentation: Norwegian companies: Certificate of business registration
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract.
Documentation: The company's last annual report including notes, the Board's annual reports and Audit reports, as well as new information of relevance to the company's fiscal figures.
The Contracting Authority reserves the right to obtain credit ratings on its own initiative.
The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation:
Norwegian companies: VAT certificate. Tax certificate for tax, not older than 6 months from the tender deadline.
Foreign companies: Documentation equivalent to the Norwegian tax certificate.
Teknisk og faglig kapasitet:
Tenderers must have initiated environmental measures that ensure that the tenderer is suitable to fulfil the contract’s environmental provisions. (See the tender documentation, point 6.6)
This means that the tenderer must have established methods for working actively and systematically with reducing negative environmental impact from the tenderer activities related to the implementation of this contract.
Documentation:
— a description of the tenderer's environment management measures,
— if a tenderer is certified in accordance with ISO 14001, EMAS or equivalent, a certificate from such schemes will be sufficient documentation,
— environment labels/certificates that include environmental management systems (e.g., Svanemerket) can also be sufficient documentation if the environmental management system is adequate and relevant for the contract.
Tenderers are obliged to ensure compliance with basic human rights and the ILO core conventions in their company and to work actively to ensure that these are also complied with by sub-suppliers who contribute to the production of goods for Oslo municipality. (See the tender documentation, point 6.7)

— no person must be subjected to torture or gruesome, inhuman or degrading treatment or punishment (UN’s Universal Declaration of Human Rights art. 5),
