Halden kommune (hereafter called the Contracting Authority) hereby extends an invitation to a tender themed dialogue about the delivery of Welfare Technology, digitisation and e-solutions for the operation of the Bergheim Residential and Activity Centre nursing home.
This 2 stage procedure is open for all interested parties to register their interest to participate in the competition.
The tender themed dialogue is a procurement procedure that gives the contracting authority access to hold dialogue with the service providers about how the Contracting Authority’s needs can best be met, cf. § 23-8. With a tender themed dialogue, the service providers must first deliver a request to participate in the competition so that the Contracting Authority can assess if they fulfil the necessary qualification requirements.
There are four primary categories for the procurement:
Mastering and safety creating technology, Tools for effective documentation, tools for effective administration and Reminiscence with the help of technology.

Halden kommune is building a new centre (nursing home) — primarily suited for people with dementia. The centre is designed for residential groups of eight “wings” of 3x8 and shall have space for 96 residents and 24 day patients. Central in the design and the solutions is the need for everyday safety for residents, employees and relatives. The technology, the solutions and the design must also facilitate good utilisation of the resources. From this perspective, establishment of appropriate and future oriented technology is central.

Factors such as shortage of financial resources and limited access to personnel and competence are examples of challenges that require new thinking. The municipality will therefore focus on long term and smart solutions that shall be able to meet all levels of user need.

The municipality wants to encourage and stimulate the parties to dialogue, collaboration and co-creation.
It has been concluded that the municipality will sign an agreement with one primary party who will have the role of SPOC. The primary supplier is free to find collaborating partners in order to deliver and develop specific solutions that integrate into the whole.

The Contracting Authority wants to include the following as an option: the solution that is developed through this tender process and contract, can be use correspondingly at other locations/entities in the municipality. Terms will be equivalent to those contract entered into between the parties. Further details about the option will be specified in the tender documentation issued to the invited tenderers after pre-qualification.
