Fylkesmannen i Sogn og Fjordane

The County Governor in Sogn og Fjordane, FMSF, is the contracting authority. The contracting authority has a portfolio of website, of which fylkesmannen.no, fylkesatlas.no, rettsrad.no, partiportalen.no are important national services. We are continually working on the further development of existing websites at the same time as we are developing new internet based systems and e-management services.
FMSF has an increasing need for quick access to services connected to the development of web applications for major upgrades to existing services, the establishment of new services and the establishment of new portals. We would therefore like to enter into a framework agreement for the procurement of services within 3 different service groups. The services connected to C - website development CMS, including licence management and services connected to a partner contract for the county governors´ CMS system, Episerver.

The County Governor in Sogn og Fjordane is developing internet based services that will be used by all county governors and also private businesses, inhabitants and employees in other public administration services. We use external competence for web design, so as to provide the best possible services with a modern design and construction. The services that shall be provided can include both guidance in the introductory phase, clickable drafts and advice after concrete drafts. We would like to have a generated code delivered for implementation in our systems. We prefer using giHub for exchanging codes. Examples of websites where we have used procured services within the service group Web Design.

The County Governor in Sogn og Fjordane has a broad portfolio of services that have been developed. At times when we do not have the capacity, we supplement with procured services. This can be for entire projects, or for parts of a project. FMSF's employees will mainly communicate and follow-up with the contracting authority. We would like the tenderer to estimate the project based on documentation from FMSF and any clarification meetings. Then an agreement will be reached on the frameworks for the concrete project. This can be defined as separate contracts, depending on the size of the project. The development project in the service group is based on FMSF taking over responsibility for the operation and management of the system after the project is completed and the delivery approved.

The County Governor in Sogn og Fjordane uses the CMS system Episerver. FMSF has implemented websites based on episerver since 2012. Episerver requires all licensing and procurements to go through a partner. In addition to a pure partner for episerver, we would like general advice and consultancy services for the installation, upgrade, operation and management of episerver. Our installations are currently 'on premise', but we are in the process of assessing cloud systems. We also have integrated systems in episerver with, for example, Imagevault, Sharepoint, the county governor's Active Directory and use of EpiFind. There can be service procurements for the development of freestanding systems in episerver as well as integrations with other digital services. FMSF has employees that operate and develop websites in episerver.
