Collection and transport of household waste, with the accompanying services in Halden and Aremark municipalities. The contract will be valid from when it is signed until 31.3.2026 (7 years), with an option for an extension for 1 year + 1 year. The total duration of the Agreement can be 9 years if the full option is taken up. The start-up of the collection and transport will be 1.4.2019.

Requirement 1 — Tax certificates:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax and VAT certificates:
A certificate for tax and VAT issued by either the local tax office or the tax collection office where the tenderer's head office is located. The certificate can be obtained from Altinn.no
The certificates shall not be older than 6 months, from the tender deadline.
Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.
Tax certificates for foreign tenderers must be equivalent certificates from the country's tax and duty authorities.
Requirement 2 — Company registration certificate:
Tenderers must be a legally established company in Norway or another EEA country.
Norwegian tenderers: Company Registration Certificate.
Foreign companies: verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement 3 — Finances:
Tenderers must have the economic and financial capacity to ensure fulfilment of the contract, including credit rating A, as well as requirements regarding a minimum equity of 3 000 000 NOK.
Tenderers shall present a declaration of willingness from a bank or other financial institution certified by the Financial Supervisory Authority of Norway, that security will be provided in the form of a bank guarantee equivalent to 20% of the tender sum, in accordance with the price form in Annex 3.

Extended credit rating / report of the tenderer, not older than 3 months, from a publicly certified credit rating company — typically given by a letter or short text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear.

Companies without sufficient credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

Teknisk og faglig kapasitet:
Requirement 4 — Quality management system:
A good and well-functioning system is required for internal control and quality assurance.
The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.
Documentation requirement:
An account and documentation of the tenderer´s internal control system and quality assurance system. The table of contents for the internal control system is to be enclosed.
If a tenderer is certified, the certificate is to be attached, if not, a short account or the table of contents for the quality assurance system is to be attached.
Requirement 5 — Competence / experience:
Tenderers, including any subsupplier(s), must have relevant experience and competence from equivalent assignments.
Documentation requirement: an account of relevant assignments in the last 5 years. The account shall include a description of the assignment, Contracting Authority, number of inhabitants, date, name and contact data of a contact person.
It is the tenderer's responsibility to document relevance through the description. The Contractor may do this by including documentation on the skill or experience of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer.

Tenderers must document that they have the organisational capacity to fulfil the contract, with sufficient ability to carry out all of the contract's phases, as well as general competence and experience within sanitation — i.e. the collection and transport of household waste with associated services. A description must be given her of competence within management, administration, finance, ICT, quality assurance, as well as waste, sanitation and the operation and maintenance of vehicles with the accompanying equipment, route planning / logistics.
