NMBU The Veterinary College intends to procure a journal system and resource and process management system. The procurement documents are in Norwegian, but in order to simplify the process for foreign Tenderers, the Contracting Authority will publish translated (English) versions of the documents in the first weeks of January. The documents will be published continuously as soon as they have been translated.
Tenderers are free to choose whether the last mentioned system is delivered as part of the journal system, or as an independent third party application. If a tenderer chooses to deliver the application via a third party, the tenderer will be responsible for ensuring integration with the journal system. The system must contribute to the digitalisation of work flow, information flow, administration and archiving at the clinics.

The Contracting Authority is Norway's leading professional environment within veterinary medicine and it carries out extensive research activities. Approx. 70 veterinary surgeons and 30 veterinary nurses are educated every year. In addition there are several PhD students who graduate. The Veterinary College is divided into 4 institutes. The system must allow for good and seamless interaction across departments and professional environments. This will contribute to the clinics running more efficiently, at the same time that patient security is taken care of. The system must also be an important tool in the education of students and in research work. There are approx. 110-130 employees who will use the system.

The procurement will be made as a competition with negotiations, after a prior notice, in accordance with the public procurement regulations §13-1 (2). The competition will be decided on the basis of the best relationship between cost and quality, cf. the public procurement regulations §18-1 (1). Quality will be weighted 60-70 % and price will be weighted 30-40 %. The documents that are to be submitted in the prequalification, must be submitted in a Scandinavian language (Norwegian, Swedish or Danish) and/or English. The documents that are submitted in the tender phase must be in Norwegian. The negotiations will also be held in Norwegian.

The Contracting Authority will have a separate contract for the delivery of the system (SSA-T), and a separate contract for the implementation of the system (SSA-L). The Contracting Authority's needs and requirements are described in the annexes SSA-L and SSA-T. Amongst other things, the Contracting Authority´s most central work flow is described with illustrations, and all the integrations that the Contracting Authority envisages being implemented are accounted for. The Contracting Authority would like a system that, to the greatest possible degree, digitalises and meets the described needs.
