Establishment of a meeting room centre has been approved in the City Hall area on the seaside, the City Hall Gallery. The contracting authority needs a facilitated meeting room outside of the City Hall secure zone, that safeguards security needs both for politicians and the public with proceedings for open political meetings. It is desirable to better facilitate that the public is given the opportunity to gain insight into the different political processes, at the same time taking into consideration the safety of the city’s elected representatives.

Kort beskrivelse:
A preliminary project has been prepared and the assignment shall be implemented on this basis, see the tender documents. The project includes, i.a. Establishment of two new lifts to meet the requirements for universal design, construction of four large meeting rooms and an auditorium, taking care of a significant maintenance backlog.

Engineering design shall be implemented in collaboration between the contracting authority and the interaction contractor with the engineering design group. The engineering design group will, in this connection, be the interaction contractor’s contract assistant and sub-contractor. The work shall i.a. Be carried out in collaboration meetings where the project is developed in cooperation between the parties.

The project will have immediate start after awarding of the contract. Demolition must be expected in the 2018 summer holiday.

— rehabilitation of windows in the City Hall Gallery,
— toilets for the City Hall Gallery,
— provisional moving of the canteen,
— changes to the kitchen due to small area, the existing area for washing up shall be removed,
— kitchen, Challenges with the fridge and freezer room,
— replacement premises, changing rooms SIK gentlemen,
— entrance doors on the sea side, rehabilitation,
— main wardrobe — upgrading of surfaces,
— main wardrobe — assessment of ventilation,
— main wardrobe toilets, assessment of ventilation,
— costs pertaining to night/weekend work due to noise,
The collaborating parties will be informed about the implementation phase and completion data.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers are required to have a legally established company.
Documentation:company registration certificate.
Foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the business is registered.
Økonomisk og finansiell stilling:
Requirement: Good solvency and financial feasibility are required. The contracting authority will assess turnover, annual results, as well as key figures in the balance sheet.
Documentation: Credit rating from a publicly certified credit rating institution. Not older than 3 months. The entire report shall be submitted, and contain key figures for the last fiscal year.
RFT reserves the right to obtain credit rating information.
Teknisk og faglig kapasitet:
Requirement: secure implementation ability.
Documentation: overview of the number of employees distributed over administration and production.
Requirement: experience is required from comparable assignments (including rehabilitation of buildings with protected status and buildings in operation).
Documentation: Reference project carried out during the last 5 years, with information about:
1. The contracting authority's name;
2. The project name;
3. The project's nature, size, cost and complexity;
4. The tenderer’s role in the project:
— contract form/model,
— The contract’s nature and complexity,
— The contract size (area and cost)
Requirement: Satisfactory quality assurance system.
Documentation: Certificate for the company's quality system/management system issued by independent bodies, confirming that the tenderer fulfils certain quality assurance standards, for example ISO 9001. The contracting authority will also accept other documentation that shows that the business has equivalent quality assurance measures. NB: The quality system table of contents will not be accepted on it’s own, without comprehensive comments and an account from the tenderer.
