In the Rotsethorn tunnel, most of the electrical installations including access roads and technical buildings shall be upgraded. 2 New niches shall be blasted in the tunnel, where technical buildings shall be constructed. Some water protection shall also be installed. In addition, the safety system shall be updated. A new, complete IP based video monitoring system based on dome cameras shall be established. New railings and new height barriers shall be mounted at the tunnel openings. Concrete railing shall also be cast on the stretches where they are lacking in the tunnel. Transformers shall be mounted in the 2 new technical buildings in the tunnel and in the 2 buildings on the outside of the tunnel, with transferring of high voltage to these in collaboration with Mørenett AS.
The project will be carried out on the basis of drawings.

Primary works with some approx. quantities:

— Blasting works, approx. 5 000 pfm3.

— Safety works.

— Safety bolts approx. 1 100 units.

— Demolition of Giertsen tunnel sealing, approx. 4 000 m².

— Water and frost protection, approx. 8 000 m².

— Establishment of access roads for electro in the entire length of the tunnel.

— Ventilation and lighting.

— Other electro works.

— 2 new technical buildings in the tunnel.

— Expansion of both technical buildings outside of the tunnel opening.

— Casting of concrete railings.

— CRM.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers shall be a legally established company. Company registration certificate foreign tenderers can submit an equivalent certificate in accordance with the legislation in the tenderer's country of establishment.

Tenderers who are newly established companies and cannot submit all the documentation required under point 6 below, must be particularly careful to document and demonstrate that they have what it takes to fulfil the contract.

It is particularly important that such tenderers can document a sufficient workforce to fulfill the contract, including professional and technical competence. For newly established tenderers, emphasis is put on the fact that it is the tenderer´s ability as such to fulfill the contract that will be assessed, not individual persons' competence seen in isolation.

If a newly established tenderer has experience from contracts, the most relevant contracts that the tenderer has experience from shall be added, in accordance with the documentation requirements in point 2. This applies even if the contracts are of such a nature that they do not fulfill the stated requirements.

Missing or insufficient documentation for 1 or several criteria can lead to a tenderer being rejected. A missing or incorrectly completed reply form can also lead to rejection, cf. § 24-1 (2) letter b).

The contracting authority has made an ESPD form available for the competition notice, which all tenderers must fill in and submit together with the tender, cf. § 17-1.

If several suppliers participate in the competition in cooperation, and /or the tenderer relies on the capacity of other businesses, all the companies involved shall complete a form.

The ESPD form applies as provisional documentation for fulfilment of the qualification requirements, as well as there not being other reasons for rejection.

Tenderers shall document fulfilment of the qualification requirements through:

1— a completed ESPD form,

2— a completed reply form, as stated in chapter E,

3— the requested documents under the documentation requirement for each qualification requirement cf. the provisions below.

Documentation as requested in accordance with nos. 1, 2, 3 and 3 shall be delivered as part of the tender by the tender deadline, cf. chapter B3 point 2.1.

It is important for assessment that the information in the documentation is correct and complete. Incorrect, misguiding or missing information can lead to rejection, cf. § 24-2 (3) letter g.

The contracting authority's assessment of whether tenderers fulfill the qualification requirements will, as a starting point, only be based on the submitted documentation, including any provided references. The contracting authority reserves the right to place weight on any suitable experience (positive and negative) with the tenderer (and any collaborating company, cf. point 4). The equivalent applies for other public contracting authorities' experience. The contracting authority's right to request further information and clarifications is stated in point 7 with a further referral.

Chapter B3 point 6 applies equivalently in the assessment of the tenderer's qualification requirements.

Økonomisk og finansiell stilling:

1— The tenderer's annual financial statements, annual report and audit report for the last 3 years and recent information (quarterly accounts) which is of importance to the tenderer's fiscal figures. The form in chapter E2 point 4 shall be completed.

2— If relevant; a brief statement on information on the economic conditions or losses that are not documented other places and that are required to be documented in accordance with Norwegian and/or international accounting standards.

3— If relevant; an overview of any newly performed, ongoing or impending tax or public reviews of the tenderer’s business.

If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting any other document that is relevant to the fiscal figures /economy and that the contracting authority deems suitable. The tenderer shall substantiate why he can’t present the documentation required by the contracting authority.

The following documentation shall be submitted:

— documentation stating that the tenderer will have the necessary resources at his disposal from the companies he is relying on, for example, by presenting a commitment statement from these companies,

— documentation for the relevant qualification requirement for the company that the tenderer is relying on in accordance with the requirements in point 2.3 and/or 2.4, as well as documentation of the qualification requirements for the company in point 2.2,

— each company’s version of the European Self-Declaration Form (ESPD) as part of the tender, cf. point 6.

Where a tenderer relies on the capacity of other companies to fulfill the economic and financial capacity requirements, the contracting authority requires that they are joint and severally liable for the execution of the contract cf. § 16-10 (4).

— each individual supplier in the cooperation shall submit the same documentation that is required for individual tenderers.

The supplier group can rely on the capacity of the participants in the group and, if necessary, rely on other companies, in this case, the requirements in point 1 apply in addition.

The contracting authority will assess each individual participant in the group in terms of the rejection provisions, cf. § 24-2 following. This, with the exception of the provision in § 24-2 (1) letter a) (fulfilment of qualification requirements), which will be applied to the group as a whole.

Minste nivå(er) av standarder:

Tenderers shall have good economic and financial capacity to fulfill the contract and shall fulfill the following requirements:

— The tenderer must have positive equity.

The average annual turnover should be at least as large as the annual turnover the contract will generate, for the last 3 fiscal years.

— The tenderer shall have an equity ratio of at least 10 %.

Before a contract is signed, the chosen tenderer shall present a tax and VAT certificate issued by a competent body in the tenderer's home country or the country where the tenderer is established, which shows that the tenderer has his tax, duty and social security contributions in order.

Norwegian tenderers can order the certificate via the Norwegian Tax Authority´s website, www.skatteetaten.no The certificate must not be older than 6 months when it is presented upon request.

The contracting authorities ask that all tenderers are aware that if they are chosen as a supplier, the contracting authority will, when the competition is concluded, request equivalent tax and VAT certificates to that which the tenderer himself presented for each sub-supplier who will carry out work under the contract for more than NOK 500 000 excluding VAT, cf. the procurement regulations § 7.2 third section.

Tenderers can, if necessary, rely on other companies´ capacity to fulfil the economic and financial capacity requirements and/or the technical and professional qualification requirements stated in point 2.3 and 2.4 below, cf. § 16-10 (1).

Several tenderers can participate in the competition as a group, cf. § 16-11.

The participating tenderers shall, in such a case, each submit versions of the European Self-Declaration Form (ESPD) as part of the tender, cf. point 6.

Teknisk og faglig kapasitet:

A list of up to 5 but no less than 3 contracts that the tenderer has carried out or is carrying out in the last five years, calculated from the tender deadline. The list shall, cf. the form included in chapter E, include the following for each of the contracts:

— name of the recipient (contracting authority),

— description of what the contract work included, including its relevance for the qualification requirements, points 1 and 2,

— what work was carried out by the tenderer himself and what work was carried out by sub-suppliers (contract facilitators),

— the date of the delivery,

— the value of the contract,

— reference person /contact person at the contracting authority with contact data (telephone number and email address) and a statement of their role at the contracting authority during the contract period. The tenderer is responsible for ensuring that the reference person is available and will provide a reference.

The qualification requirement is to be documented through the list described above in point 2.4.1.

1— A statement of the tenderer's average workforce and the number of employees in the management in the last 3 years.

2— A description of the labour that the tenderer has at his disposal to fulfill the contract.

3— An organisation plan and a description of the organisation for the contract.

4— CVs and job descriptions for the key personnel, cf. chapter C, for the following resources:

— a project manager,

— site manager Electro/BA,

— quality assurance manager,

— HSE manager,

— engineering design manager Electro/BA,

— geologist,

— other relevant key persons.

1— Description of the tenderer´s system for SHA.

2— Table of contents of the system.

3— Documentation of audits for recent years, with confirmation from the person /persons who have carried out the audits.

1— Overview of the H1 value for the company and central contract workers in the last 3 years.

2— If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report shall be enclosed on whether improvement measures are implemented and if so, also documentation on the effectiveness of these.

1— Certificate as documentation that the tenderer fulfils the requirements in the EU scheme for environmental management and environmental audit (EMAS) or other recognised environmental management systems in the regulation (EF) nº 1221/2009 article 45 or other environmental management standards based on relevant European or international standards from accredited organs, e.g. ISO 14001, or equivalent certificates issued by organs in other EEA countries.

Other documentation of equivalent environmental management measures will be accepted if the tenderer does not have the possibility to obtain such certificates by the deadline, and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards. Tenderers shall justify why they cannot obtain such certificates by the deadline and the reason for this.

2— Documentation of audits in recent years, with confirmation from the person /persons who have carried out the audits.

1— Certificate showing that the tenderer fulfils the requirements in ISO 9001:2015 or equivalent certification based on relevant European standard series, which are certified by accredited bodies or equivalent certificates issued by bodies in other EEA countries.

2— Other documentation of equivalent quality assurance measures will be accepted if the tenderer, through no fault of their own, does not have the possibility to obtain such certificates with the deadline. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards. Tenderers shall justify why they cannot obtain such certificates by the deadline and the reason for this.

3— Documentation of audits for recent years, with confirmation from the person/persons who have carried out the audits.

Minste nivå(er) av standarder:

Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following works:

1: The primary specialist areas included in the assignment are: Tunnel works, electro tunnel works and CRM tunnel works.

NPRA and other builders' experiences with the tenderer will be appraised.

The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.

Conditions which will be evaluated are related to, a.:

— documentation of completed quality,

— fulfilment of contracts,

— compliance with provisions and procedures for HSE,

— compliance with provisions for wages and working conditions,

— observance of deadlines,

— follow up during the warranty/claims period,

— use of apprentices.

1— The contract must be sufficiently staffed and the tenderer must have the capacity and ability to deal with unforeseen circumstances in the contract.

2— Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment.

The tenderer shall have a system that shows that he works proactively to ensure safety, health and working environment (SHA), with relevance for equivalent works as those comprised in this competition. The system shall be subject to periodic review.

The tenderer and their central contractual partners should have an average H1 value lower than 15 for the last 3 years.

If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value.

If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.

The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106.

The tenderer shall have a good and well functioning environmental management system, based on ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management) or equivalent. The system shall be subject to periodic review.

The tenderer shall have a well functioning quality assurance system for the delivery, based on ISO 9001:2015 or equivalent, with relevance for equivalent transport projects. The system shall be subject to periodic review.

The provisions on rejection due to conditions at the supplier are in the procurement regulations § 24-2. The European self-declaration form (ESPD) applies as provisional documentation for, amongst other things, there not being such reasons for rejection.

Further documentation requirements for an absence of rejection reasons are in the procurement regulations § 24-7, possibly also § 24-5 (1), if documentation of such measures is relevant. The documentation shall be submitted in accordance with the communication provisions stated in chapter B1 and in accordance with the deadline set by the contracting authority, in cases where the contracting authority requests it. The certificates mentioned in § 24-7 (1) letter a) must not be older than 6 months calculated from the tender deadline.

If the required certificates /documents to document an absence of rejection reasons are not issued in the tenderer's home country, or the country where the tenderer is established, or if they do not cover all the rejection reasons mentioned in the procurement regulations § 24-2 (1) letter b, (2) and (3) letters a and b, the completed ESPD form will apply as documentation for these conditions.
