The objective and scope of the contract:
The competition concerns a contract for delivery of transport services for collection of waste in the Renovest area (Fyresdal, Kviteseid, Seljord, Tokke and Vinje).
The contract includes:
1— collection of source sorted waste from contains on wheels at households, smaller municipal buildings and smaller businesses in the area, and transport to Renovest’s facility at Brunkeberg,
2— collection of waste from return points to Renovest’s facility at Brunkeberg (Residual Waste, Cardboard /Paper, Glass /Small Metals),
3— external transport of collected waste after transfer from Renovest’s facility at Brunkeberg to external facilities for final treatment of waste,
4— internal transport from 3 satellite receiving points to Renovest’s facility at Brunkeberg.

Lots and alternative tenders.
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed.
The contracting authority has considered dividing the assignment in accordance with PPR §19-4, but has decided that this is not suitable for this type of contract.
Beskrivelse av fornyelser: Four extensions /each 3 months.

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(ESPD: Part II A.e) Certificates for Tax and VAT.
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
Documentation: A certificate showing paid VAT, taxes and social security contributions is required. The certificate shall be issued by the competent authority in the country where the tenderer is established (the Norwegian certificate for tax and VAT is common and can be ordered from altinn.no, former RF-1244) in accordance with the laws and regulations in the country of origin. The certificate must not be more than 6 months from the deadline for receipt of tenders.

This also applies to any sub-suppliers that are needed to fulfil the contract.
This requirement only applies to Norwegian tenderers, cf. PPR §7-2.
The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate and it is still valid at the tender submission deadline for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfill the contract is required.
Documentation: The contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). Tenderers are asked to submit other information they believe is relevant. The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.

(ESPD: Part IV B.58-4) Requirements related to the tenderer's technical /professional qualifications.
The tenderer shall have satisfactory experience from equivalent transport assignments/deliveries.
Documentation requirement: Documented by stating references for equivalent assignments as regards the size and extent in the last 3 years. The references shall be given with the company name, organisation number, contract length and the name and telephone number of the contact person. The contracting authority reserves the right to contact the references.

Tenderers shall have a satisfactory quality assurance system.
Documentation requirement: Certificate of the company's quality system/management system issued by independent bodies that confirms that the tenderer comply with certain quality assurance standards, for example ISO certification. The contracting authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.

The tenderer shall have satisfactory procedures in place to carry out the assignment in an environmentally responsible manner.
Documentation requirement: The tenderer shall enclose documentation demonstrating that the assignment will be carried out in an environmentally responsible manner. This can be documented by a report of existing routines or a valid certificate from a third party verified system (for example Eco-lighthouse, ISO 14001,EMAS), copy of the table of contents in the tenderer's environmental management system, description of the system or with other relevant documentation.
