Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1) Requirement: tenderers must have their tax and VAT payments in order. documentation requirement: tax and VAT certificate.

A certificate for tax and VAT issued by either the local tax office or the tax collection office where the tenderer's head office is located. The certificate can be obtained from Altinn.no.

The certificates shall not be older than 6 months, from the tender deadline.

— Norwegian tenderers who are not subject to VAT must provide confirmation of this from the national tax authorities,

— foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.

2) Requirement: tenderers must be a legally established company. Documentation requirement:

— Norwegian companies: company registration certificate,

— foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

3) Requirement: tenderers are required to be financially solvent, which gives the Contracting Authority the security that the tenderer will be financially viable for the entire contract period.

— creditworthiness of A (creditworthy) is required to be eligible for this contest. Tenderers with a lower rating will be rejected,

— tenderers must present a declaration of willingness from a bank or other financial institution certified by the Financial Supervisory Authority of Norway, stating that security will be provided in the form of a bank guarantee equivalent to 10 % of the tender sum, in accordance with the price sheet.

Documentation requirement: revised annual financial statements for the last 2 years.

— extended credit rating/report, not older than 3 months, from a publicly certified credit appraisal company, which includes a credit rating of the tenderer — typically given by a letter or short text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear,

— companies without sufficient credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender,

— declaration of willingness from a bank or another financial institution on a bank guarantee equivalent to 10 % of the tender sum in accordance with the price sheet.

If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his financial position with any other document that the Contracting Authority deems suitable, for example, a parent company guarantee (annex 2) or another guarantee/security.

4) Requirement: tenderers, including any sub-supplier(s), must have relevant experience and competence from equivalent assignments.

— a good and well-functioning quality management system is required for the requested services,

— sites/processing facilities must have the necessary licences from public authorities.

Documentation requirement: description of the tenderer's most relevant assignments in the last 3 years, including information on the value, date, and the name of the public or private recipient, with contact information for any reference collection.

— overview of the tenderer's (the company's) relevant competence and experience.

New companies that cannot fulfil the requirement for relevant assignments during the last 3 years can submit other documentation that confirms that the tenderer/sub-tenderer has the necessary competence/experience.

— an account of the tenderer's quality assurance system,

— documentation that the site/processing facility has the necessary licences from public authorities.
