Reason for the cancellation: The submitted tenders for evaluation were impossible to compare. Just before the question deadline 17.1.2019 we received a question regarding the sums that the tenderers must should enter to the price sheet for case 1 and case 2. The Contracting Authority misunderstood the question from the tenderer and gave a wrong answer which was submitted to all tenderers registered for participation in the tender contest. The misunderstanding was not discovered before all tenders were received and we noticed that the tenders contained major dissimilarities. Due to different use of concepts in the question-answer section than in the actual tender contest, it is difficult to be certain of what the tenderers have submitted prices for. Tenderers have in various degree submitted the documentation we requested that shows how they calculate the prices stated in the price sheet.
