The Contracting Authority will enter into a framework agreement for the procurement of a general welfare technology platform with a local patient signaling systems per health institution. New technology and functionality shall be able to be integrated into the system when this is developed.
The patient signaling system shall be part of a general solution for the municipalities with a view to taking care of those requiring nursing and care in institutions and at home.

— Option A: Integration with the existing patient signaling system at Finnsnes Omsorgssenter (Finnsnes Sheltered Accommodation).
— Option B: Implementation of solution for the home service.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfill the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
— a credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with license to conduct this service,
Teknisk og faglig kapasitet:
Tenderers shall have experience from comparable contracts.
Documentation requirement:
— description of up to 5 of the most relevant contracts that the tenderer has had in the last 3 years.
— the description must include specification of the assignment’s value. Scope, dates, and recipients (name, telephone, and email).
— the tenderer is responsible for documenting relevance in the description.
— the Contractor may do this by including documentation on the skill or experience of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer.

Forventet antall kandidater: 5
Objektive kriterier for å velge det begrensede antallet kandidater:
If more than five tenderers who meet the minimum qualification requirements register, the Contracting Authority will rank the tenderers according to what degree the described comparable assignments are relevant for this procurement.
‘Relevance’ means i.a. Volume/value of previous deliveries, comparable size, and complexity of previous contracting authorities, the complexity of previous deliveries as well as experience with establishing of general welfare technology platforms with step by step implementation of local systems established in the existing buildings. This shall be documented via the tenderer’s description as named in point 4.3 of the tender documentation.
