The procurement's aim:
The aim of the procurement is to ensure access to qualified personnel at times of short-term absences, holidays and extraordinary situations where more resources are required than what HKF and SFFK have access to themselves at the time in question.
The Contracting Authorities would like to enter into parallel Framework Agreements with three tenderers for each of the three contract areas, provided that there are a sufficient number of suitable tenderers. A contract will be awarded for each contract area, but tenderers can, however, submit a tender for one or several contract areas. The distribution of the assignments between the Framework Agreement parties will be in accordance with the distribution mechanism described in the contract. The Framework Agreement period is 2 years. The Contracting Authority shall have an option to extend the Framework Agreement for a further 1 year + 1 year. The maximum total agreement period is 4 years.

The contract value is estimated to be approx. 6 000 000 NOK per annum. The volume will be approx. split as follows:
Commercial / office / administration: 2 500 000 NOK, IT professions: 1 000 000 NOK and cleaning: NOK 2 500 000 NOK.
It is emphasised that the stated value is based on estimates from statistics and information from the Contracting Authority's current supplier and their own financial data. The right has been reserved to make changes in volume, partly on the basis of budget situations which affect the Contracting Authority's activity.

Extent: HFK: 6 000 000 NOK per annum.
Extent SFFK: not currently a great need, but the volume can increase during the period.
For assignments less than 3 months:
The Tenderers will be ranked according to the score achieved in the described contract area. The tenderer who has the highest score (Supplier 1) shall always be contacted first and shall be awarded the call-off if he can meet the need. If Tenderer 1 cannot meet the need, the tenderer who achieved the next highest score (Supplier 2) will be asked. If neither he can meet the need, Supplier 3 will be contacted. If none of the Framework Agreement suppliers can deliver, HFK will go out to the open market, cf. the Procurement Rules in LOA/FOA.

For assignments over 3 months:
Mini-competitions shall always be held for deliveries that are expected to last for more than 3 months. This means that all Tenderers who have been awarded a Framework Agreement for the category in question are allowed to submit a tender for the concrete request.

Mini-competitions will be held on the basis of the following award criteria:
Competence and experience of the offered resources.
Response time / delivery time:
The weighting of the award criteria will vary from mini-competition to mini-competition, depending on what is being requested. The Contracting Authority must be able to interview the offered resource persons.
Hordaland County and Sogn og fjordane County will enter into a new region from 1.2.2020. The parties will have the right to transfer all or parts of the contract to the new region, even if this means that the Contracting Authority has a new name and a new organisation number. The parties will also have the right to expand the contract's extent, so that it includes the provision of temporary staff and manpower services for the entire new region. This can involve more users and a larger geographical area for delivery. The contract terms shall be the same. Attention is drawn to the fact that the parties will have the right to end the contract before it expires, if the parties assess it to be appropriate as regards the regional reform.
