The objective and scope of the contract:
The competition is for a contract for the delivery of telephony and mobile traffic to the following municipalities: Bokn, Bømlo, Eidfjord, Etne, Fitjar, Fjell, Fusa, Gjesdal, Haugesund, Jondal, Karmøy, Klepp, Kvam, Kvinnherad, Odda, Os, Sauda, Stord, Strand, Suldal, Sund, Sveio, Time, Tysnes, Tysvær, Ulvik, Ullensvang, Utsira, Vindafjord and Øygarden.
The following municipalities have an option for participation: Lund, Sola and Hå (can join 1.1.2019). Entities where one or several of the municipalities who are participating in this contract are majority owners, or mostly finance, shall have the right to join the contract.
Several of the participating municipalities shall be merged in the municipality reform. The contract will be continued on the same terms as those stated in the competition terms for this competition. The procurement's value is estimated to: 30 000 000 NOK, excluding VAT per annum. The volume is an estimate and, thus, not binding. See Part 2, requirement specifications, for further information.

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed.
The Contracting Authority has considered splitting the assignment in accordance with the FOA § 19-4, but is of the opinion that cooperation between the participants is appropriate for this competition. The Contracting Authority would like a total supplier as landline and mobile traffic are closely related.
