Synthesis Report on Production and Use of Hydrogen

The Ministry of Climate and Environment

In order to reach the Norwegian Government's goal of Norway being a low-emission society by 2050, emissions from the production and use of energy must approach zero. Hydrogen is an emission-free energy carrier and can thus play an important role in the future energy system.
It was announced in the government's Jeløya platform that the Government wants a comprehensive strategy for research, technology development and use of hydrogen as an energy carrier. In this context, the Norwegian Ministries of Climate and the Environment and Petroleum and Energy wish to commission a study that will form part of the knowledge base for this work.

The study should provide an objective, neutral and up-to-date description of the market and technology status for hydrogen, in addition to the possibilities and limitations for hydrogen as a zero emission energy carrier from a value chain perspective.

The study is to be delivered as a written report in PDF and Word format. There should also be a presentation of the report and its central findings.
The upper limit for the assignment will be 1 200 000 NOK excluding VAT.
