SUS2023 and Stavanger municipality hereby invite tenderers to participate in a competition with negotiations after a prior notice, cf. PPR § 13-1 (2), with pre-qualification, for the contracts K2103 Ground work and K7802 Infrastructure Contract 2, in connection with the first construction phase of the new University Hospital at Ullandhaug in Stavanger.

SUS2023 and Stavanger municipality have entered into an agreement that SUS2023 will conduct a joint competition for these 2 contracts. It will not be possible to submit tender offers for only one of the contracts.

The competition description consists of 5 parts:

— C.2.1 Technical description K2103/K7802 Rig and operation,

— C.2.1 Technical description K2103/K7802 General section,

— C.2.1 Technical description K2103 Ground work, building A-E,

— C.2.2 Technical description RIG,

— C.2.1 Technical description K7802 Infrastructure Contract 2.

The planned contract start for K7802 is 4.3.2019, and planned contract start for K2103 is 25.3.2019.

So that the Contracting Authority can negotiate in the competition, the FOA requires tenderers to be pre-qualified. This is the same as the qualification requirements that are normally set in an open tender contest.

The pre-qualification consists of the submission of documentation for the qualification requirements, see Part I.

The Contracting Authority will then, based on the received documentation for the qualification requirements, select a number of qualified tenderers who will be invited to submit a tender, see Part I.

The intention of the negotiations is that the Contracting Authority and tenderers can clarify and correct any uncertainties in the tenders.
