The Norwegian Armed Forces shall wind down its activities at Kjeller with an airport through a gradual release of the area. The base shall have been wound down by the end of 2023.

The winding-up of the base will give a considerable potential for value creation for society, if the area is re-regulated. This, together with a need for urban development in the area, means there is a possibility of developing the property for sale, which will give a considerable income.

The aim of the contract is to cover the Norwegian Defence Estates Agency's (FB) need to assess the development potential for the Norwegian Armed Forces' property at Kjeller. FB would like to assess a broad spectrum of solutions for a plot, e.g. based on ground conditions, sun conditions, neighbouring properties, access and municipal services etc. The alternatives shall be part of a value assessment in order to optimise the development areas and they shall form the basis for landowner cooperation and be the basis for possible development contracts.

FB would also like to have a 3D visualisation that shall function as a prospect of the property.

The prospect shall present the property with its location, qualities and possible uses in the market. The animation shall be used for presentations and information work. The target group is the market, decision makers and the public.

There will be some travel to Kjeller/Lillestrøm and to the Norwegian Defence Estates Agency's offices in the centre of Oslo. Some meetings can be held via Skype.

The assignment consists of:

— advice on processes for strategic property development from planning to sale,

— cost-benefit assessments, risk management,

— review assignment,

— consultancy,

— feasibility studies/alternative assessments of the use and development of the property,

— participation in meetings,

— preparation of 3D visualisation of the property, in addition to maps and illustrations.

Varighet: 66 måneder
Beskrivelse av fornyelser: The assignment can be extended if the sales process last longer than 2023.
