Stjørdal municipality c/o Stjørdal Property Unit, extends an invitation to an open tender competition for the collection, transport and disposal of trade waste from municipal buildings. The assignment also comprises receptacles/containers and the purchase of plastic sacks. The assignment includes the source sorted fractions of food waste and cardboard/paper waste, plastic waste and residual waste and glass and metal waste. Mixed trade waste, office paper for security shredding, garden waste from a stadium and fluorescent tubes are also covered by the contract. The fractions sorted in the different municipal buildings varies from building to building. The waste shall be transported and delivered to approved facilities for recycling or final disposal. The tenderer shall be responsible for and maintain the containers and waste receptacles that are required to carry out this assignment.

Beskrivelse av opsjoner:

The contracting authority has a unilateral right to extend the contract for 1 year after the contract expiry date.

Option 1: Tenderers must give a price for extra collections as agreed with the contracting authority, for example, for events, meets, etc.

Option 2: Setting out, collecting and emptying containers for mixed trade waste.

Option 3: Hire of sack stands for plastic waste.

Egnethet til å utøve yrkesvirksomheten:

The tenderer's tax and VAT payments must be in order.

Norwegian tenderers must present the following certificate:

1) Certificate for tax and VAT (can be ordered electronically on Altinn).

The tax certificate shall not be more than six months, from the tender deadline.

Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Tenderers must be a legally established company in Norway or another EEA country.

Norwegian tenderers: Company registration certificate.

Foreign companies: Registration certificate in a professional register as determined by the legislation in the country where the tenderer is established.

Økonomisk og finansiell stilling: The tenderer must have satisfactory finances for carrying out the contract.
Minste nivå(er) av standarder:

Extended credit rating/report of the tenderer, not older than 3 months, from a publicly certified credit rating company — typically given by a letter or short text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear. A minimum of rating A or equivalent is required.

If the tenderer cannot provide the above documentation, or wants to document that these give a misleading picture of his financial situation, he must prove his economic and financial standing by providing other documents relevant to the company's accounting figures/finances. The tenderer must then provide specific reasons why the requested documentation may not be available or gives a misleading picture.

The tenderer must have an adequate quality management system.

The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.

The tenderer must have an adequate environmental management system.

The tenderer must have adequate experience and competence from comparable assignments.

Description of the company´s quality assurance systems and quality targets. Copy of any certificates, e.g. ISO 9 001. (Tenders must also include such documentation from any sub-suppliers.)

Description of the company´s environmental management system, environmental policy and environmental targets. Copies of any certificates, such as ISO 14 001, EMAS, Miljøfyrtårn or equivalent, are to be enclosed. (Tenders must also include such documentation from any sub-suppliers.)

List of the tenderer's most important, relevant deliveries in the last 3 years, calculated from the tender deadline.

The list must contain descriptions of the deliveries, the value of the deliveries, the name of the contracting authorities and their contact person(s) with contact data (telephone numbers and emails), as well as the dates of the deliveries.

The contracting authority reserves the right to contact the contact persons.
