The competition is for the procurement of an administration and management system for all outside lighting managed by the contracting authority. The procurement includes software and components for management and communication in each fixture. In addition, a maintenance contract shall be signed for the software.
The installations are defined as outside lighting and include street lights, lights in open spaces and squares, lit ski tracks as well as car park lighting. Tenders are wanted for a joint top system for managing, monitoring and communicating with the installations. This applies both at a fixture level and ignition level and for new installations as well as existing installations. The maintenance contract shall include the necessary updating of software and the necessary licences.

Of this, approx. 84 % is included in Norgesnett's supply area and the remaining 16 % are in Hafslund Nett's area. Requirement: The tenderer shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.

— foreign companies: verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Minste nivå(er) av standarder:
A credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet: Requirement: tenderers shall have experience from comparable assignments.
Minste nivå(er) av standarder:
Documentation: A description of the tenderer's up to 3 most relevant contracts in the last 3 years. The project description must include a specification of the project value, project length and state the Customer (name, phone and email.). The Contractor is responsible for documenting the projects’ relevance through their description. The Contractor may do this by including documentation on the skill or experience of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer.

Tilleggsinformasjon
The current street light installations do not have a joint management system and the ignition points are managed autonomously via a local photo cell, alternatively with a contactor. This means that we do not get feedback on errors in the installations and areas can have no lighting without the municipality's knowledge.
