Sludge collection in Rygge, Råde, Våler and Moss

MOVAR IKS

The objective of the procurement is the collection of sludge and sewage water from sludge interceptors, grey water tanks, mini treatment plants and sealed tanks in the municipalities of Rygge, Råde, Våler and Moss. There are approximately 1 700 tanks in the 4 municipalities combined, of which the majority are emptied each year. The tanks are of different sizes and design. The tanks are emptied at set emptying frequencies and will to a large extent be full. There will also be a need for emptying by call-off for emergencies.
The collected sludge shall be delivered to Kambo Treatment Plant (Fuglevik Treatment Plant from 2020). A reserve solution will be delivery to sludge receiving at Gatedalen Waste Plant in Sarpsborg.
The procurement comprises four contracts, one for each municipality. Tenderers must submit tender offers on all of the municipalities. 4 contracts will be signed, respectively covering Moss kommune, Rygge kommune, Råde kommune and Våler kommune. Movar will be the contracting party.

The service must be carried out in the period 1.5.2018 — 1.5.2021.
The Contracting Authority has an option (unilateral right) to extend the contract on verbatim terms for 1 year + 1 year + one year so that the total possible contract length is six years. Any extension of the contract must be taken up at least 3 months before expiration of the contract.

During the contract period, it can be relevant to introduce emptying as needed in one or more municipalities. i.e. Emptying is ordered by the system owner or service person (mini treatment plant). We anticipate that approx. 70 % of the systems must be emptied each year. In this case, this assignment will replace route emptying (according to the emptying schedule).

Teknisk og faglig kapasitet:
Tenderers shall have experience from comparable contracts.
— Description of the tenderer's up to 3 most relevant contracts in the course of the last 3 years. The project description must include a specification of the project value, project length and state the Customer (name, phone and email.). The Contractor is responsible for documenting the projects’ relevance through their description. The Contractor may do this by including documentation on the skill or experience of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer.
