The Contracting Authority's objective is to use the procurement to enter into a Framework Agreement for roofing and flashing and guttering services with a service provider in each contract area.
Typical work assignments will be the following:
— roofing services with associated flashing and guttering work for new and old roofs,
— inspection and reporting of damage to roofs, and searching for leaks, after isolation and when replacing damaged isolation,
— control, maintenance, repairs and cleaning of gutters and downpipes. The contract also comprises smaller supporting works and work that naturally falls under roofing and flashing and guttering services.

Tenders can be submitted for the following lots:
1) Helse Bergen HF [Bergen Hospital Trust];
2) Helse Stavanger HF [Stavanger Hospital Trust];
3) Helse Førde HF — Sogn [Førde Hospital Trust — Sogn];
4) Helse Førde HF — Sunnfjord [Førde Hospital Trust — Sunnfjord];
5) Helse Førde HF — Nordfjord [Førde Hospital Trust — Nordfjord].
It is possible for submit tender offers for 1 or more contract areas.

Requirement: tenderers are required to be a legally established company.
Documentation Requirements: tenderers shall present documentation of their legal registration in a company register in the state where the tenderer is established.

Requirement: the tenderer must have sufficient economic and financial capacity to be able to fulfil the contract. The size of the turnover, seen in relation to the contract value, can be emphasised. The Contracting Authority will assess the Tenderer’s fulfilment of:

— credit rating (not older than six months) from an approved credit rating company, based on the last known fiscal figures. The rating shall be carried out by a credit rating company with a licence to conduct this service,
— annual financial statements from the last 2 years. These must contain notes, the board's report and auditor's report.
If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial capacity with any other document that the Contracting Authority deems suitable, including, for example, a parent company guarantee, bank guarantee etc.

Teknisk og faglig kapasitet:
Requirement: the tenderer is required to have adequate experience from similar assignments. Similar assignments are seen as the delivery of the services as encompassed by the competition for large hospitals or large public/private entities.
Documentation requirement: the tenderer must enclose a list of the most important deliveries or services performed in the last 3 years, including information about the value, date, and recipients. Certificates issued or verified by the Contracting Authority can be attached. Use Annex 4 — the Reply form, references.

If a tenderer consists of several suppliers or a main supplier/sub-suppliers, the supplier responsible/main supplier can be supported by the experience of the other supplier/sub-suppliers. In such cases, all the requested documentation for the other service providers/sub-suppliers must be enclosed as well as a written contract that documents that the service provider/main service provider in charge has access to (jurisdiction over) the capacity at the other service providers/sub-suppliers.

Requirement: tenderers must have the necessary qualifications equivalent to those required for central certification in enterprise classification 2 in the function area: “executing” within the discipline “Roofing Work”.
Documentation requirement: the documentation must be given submitted in one of the following ways:
— documentation verifying central certification for development class 2 for the relevant profession,
— alternative documentation demonstrating that companies have the necessary and relevant professional qualifications to implement measures such as “executing”, equivalent to enterprise classification 2 in the discipline “Roofing Work”.
Requirement: the tenderer must have a system and procedures for quality management, with emphasis on i.a., quality assurance and an efficient flow of goods.
Tenderers are requested to enclose an account of existing procedures documenting that the requirement has been met.
