Review of Satellite Based Road Pricing

On request from Stortinget [the Norwegian Parliament], Samferdselsdepartementet [the Ministry of Transport] will review satellite based road pricing for heavy transport. The review must also contain an evaluation of how such a system will effect zero emission vehicles and transition to biofuels. The objective of the assignment is to investigate whether a system with road pricing will provide socio-economic gains compared with the current collection system. One system should be recommended. The recommended system must result in users as much as possible facing costs that reflect the actual socio-economic costs of their transport. These costs vary, for example, depending on the type of vehicle, geography and dates one drives. The recommended system should be practically feasible. Thorough description of the delivery following Appendix 1 to the contract.

The tenderer is responsible for documenting the assignment’ relevance through their description. Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer.
