The objective and scope of the contract:
The competition is for a Framework Agreement for the procurement of residential and care services for persons with mental health disorders.
The Contracting Authority would like parallel Framework Agreements with 8-15 tenderers. Mini-competitions will be held for the tenderers in the parallel Framework Agreement in order to cover the municipality's need for residential and care services in the target group of persons who, with a background of mental disorders, have developed a reduced functional ability and possible additional problems. Additional problems can, for example, be drugs and behavioural difficulties and other compound problems. The target group will be different ages from the year a person is 18 years. Each municipality will be a separate contract party in the contract. Each municipality will make call-offs themselves on the Framework Agreements by mini-competitions.

The initiatives shall be carried out in accordance with individual decisions pursuant to the Act on municipal health and care services, dated 24.6.2011. The contract is only for new users, but, in exceptional cases, there could be a transfer from the supplier that the Contracting Authority currently has a contract with. The procurement's value is estimated to: 12 000 000 NOK excluding VAT per annum. The volume is an estimate and, thus, not binding. See Part 2, requirement specifications, for further information.

Hovedtrekk ved tildelingsprosedyren:
The competition will be held as a national — Open tender contest in accordance with the regulations, Parts I and IV.
The Contracting Authority plans to award a contract without having a dialogue with the Tenderers beyond clarifying any clarifications / corrections.
A dialogue through negotiations can, however, be held, if the Contracting Authority, after the tenders have been received, deems it to be appropriate.
