Description of the procurement. The objective of the framework agreement is to facilitate good and flexible hire vehicle services for OFK, HFK and LØG’s employees and cooperating partners that are engaged by the Contracting Authority. The agreement shall in a simple and appropriate manner facilitate for employees and participants that are engaged by the Contracting Authority being able to hire vehicles for business travel/assignments. The framework agreement(s) shall include both short-term hire and long-term hire, and shall be able to be used by employees of OFK, HFK and LØG for service travel. The agreement shall ensure a wide offer of cars for hire.

The competition shall lead to framework agreements with one tenderer for HFK, OFK and LØG.
The Contracting Authority is free to select other service providers when it will be more appropriate, for example due to geography, to hire a vehicle from another service provider at locations where the framework supplier does not deliver.
The following main groups need hire vehicles: Kulturarv [Cultural Heritage]: The archaeological assignment unit uses hire vehicles for long periods, up to 6 months. They work out in the field from April/May to October/November. There will therefore be long-term hire of approx. four vehicles during the entire period, that shall be priced in the tender offer. The archaeologists have assignments throughout the county (both Hedmark and Oppland). The archaeologists need a vehicle that has space for excavation equipment. There may be some grim and dirt in the vehicles. Some of the trips will be on mountain roads/unpaved roads, but there is no ‘off-road’ driving. Standard vehicles are primarily hired, but vehicles with 4 wheel drive are also relevant. The Culture Unit operators are engaged by the professional division of culture and sport, Oppland fylkeskommune. They often need a large vehicle/multi-purpose vehicle/goods van that has space for multiple passengers, instruments, supplies, theatre equipment etc. They are on tour approx. 80 time a year, and the trips last from one to 4 weeks. Others at the Contracting Authority. Employees and politicians at the Contracting Authority that need a hire vehicle. There will primarily be a need for standard hire vehicles for this group.
